전남, 자립준비청년 취업률 10% 상승…지역사회 정착 지원 ‘성과’

전라남도가 보호 종료 후 자립을 준비하는 청년들의 안정적 사회 진출을 위해 지역 중소기업·공공기관과의 일자리 연계를 강화한 결과, 자립준비청년 취업률이 지난해보다 10% 상승하는 성과를 거뒀다.

전남도는 2025년 10월 기준 자립준비청년 388명 중 총 231명이 재직 중이며, 올해만 48명이 새롭게 취업했다고 밝혔다.

지난해 10월 말 기준 49%였던 취업률은 올해 59%로 크게 향상됐다.

이 같은 성과는 전남도의 체계적인 지원 정책과 기관 간 협력 덕분에 가능했다. 박선준 전남도의원(고흥)은 지난해 행정사무감사에서 자립준비청년의 지역 기업 취업 확대를 주문했고, 이에 따라 전남도는 지난 3월 일자리경제과·청년희망과·일자리플랫폼·순천여성인력개발센터 등 7개 기관이 참여하는 관계기관 간담회를 열어 지원 체계를 구축했다.

또한 전남청년희망 일자리사업 참여 기업에 자립준비청년 채용 협조를 요청하고, 도·여성 일자리박람회 등 다양한 취업 연계 기회를 제공했다.

지난 5월 개정된 ‘전남도 자립준비청년 등의 자립지원에 관한 조례’ 제6조의2에는 공사·공단·출자·출연기관이 자립준비청년에게 취업실습 기회를 제공하도록 권고할 수 있는 조항이 신설됐다.

이에 따라 도내 17개 공사 및 출자·출연기관이 취업실습과 인턴채용에 협조하며 제도적 기반을 마련하고 실질적 연계를 강화했다.

한 자립준비청년은 “전남도와 자립지원기관의 지속적인 취업정보 제공과 박람회 참여 권유 덕분에 지역 중소기업에 취업할 수 있었다”며 감사의 마음을 전했다.

전남도는 앞으로도 도내 중소기업 발굴, 직무 체험형 인턴십 운영, 정서적 멘토링 제공, 사회복지공동모금회 등 외부 자원 연계 등 맞춤형 지원을 지속하며 취업 초기의 불안정성을 해소할 계획이다.

유미자 전남도 여성가족정책관은 “자립준비청년들이 지역사회에서 안정적으로 뿌리내릴 수 있도록 다양한 취업지원 시스템을 마련했다.”며 “앞으로도 전남자립전담기관과 협력해 취업률 향상을 위한 노력을 이어가겠다.”고 밝혔다.

또한 전남도는 취업 지원뿐 아니라 주거와 생활 전반에 걸친 지원도 강화하고 있다. 지난 9월에는 전남개발공사, 광주은행과 협력해 ‘만원주택’ 우선 입주와 생활가전 구입 지원 기반을 마련했으며, ‘청년들 잘 지내니?’ 프로그램을 통해 정서적 안정과 사회적 관계 형성을 돕는 등 청년 자립을 위한 다각적 지원에 나서고 있다.

Jeonnam Sees 10% Increase in Employment Rate of Youth Leaving Care, Achieves Results in Community Integration Support
The Jeollanam-do (Jeonnam) provincial government has strengthened job connections with local small and medium-sized enterprises (SMEs) and public institutions to support young people preparing for independence after leaving protective care. As a result, the employment rate of these youth has increased by 10% compared to last year.
As of October 2025, 231 out of 388 youth preparing for independence in Jeonnam are employed, with 48 newly employed this year alone. The employment rate, which stood at 49% at the end of October 2024, has risen to 59% this year.
This achievement is attributed to Jeonnam’s systematic support policies and inter-agency collaboration. Last year, Assemblyman Park Sun-jun (Goheung) urged the provincial government to expand employment opportunities for youth leaving care in local companies during the administrative audit. In response, Jeonnam held an inter-agency meeting in March with participation from seven organizations, including the Job Economy Division, Youth Hope Division, Job Platform, and Suncheon Women’s Human Resources Development Center, establishing a support system for youth employment.
The government also requested cooperation from companies participating in the Jeonnam Youth Hope Employment Project to hire these youth and linked them to various employment opportunities, including the provincial and women’s job fairs.
In May, the revision of the “Jeonnam Act on the Support for Youth Preparing for Independence” introduced Article 6-2, which allows public corporations, foundations, and other institutions established by Jeonnam to provide employment training opportunities for youth leaving care.
Following this, 17 public institutions and affiliated organizations in the province have agreed to support employment training and internships, laying a legal and institutional foundation while strengthening practical connections.
One youth preparing for independence expressed, “Thanks to the continuous employment information and encouragement to attend job fairs provided by Jeonnam and the dedicated support agencies, I was able to find a job at a local SME. I am very grateful.”
Jeonnam plans to continue offering tailored support, including discovering local SMEs, operating job-experience internships, providing emotional mentoring, and linking with external resources such as the Community Chest of Korea, to address instability during the early stages of employment.
Yoo Mi-ja, Director of Women and Family Policy at Jeonnam, said, “We have established a variety of employment support systems to help youth leaving care settle stably in the local community. We will continue to collaborate with the Jeonnam Youth Independence Support Agency to further improve employment rates.”
In addition to employment support, Jeonnam is strengthening housing and overall living support for youth preparing for independence. In September, the province partnered with Jeonnam Development Corporation and Gwangju Bank to provide priority access to “10,000 Won Housing” and support for purchasing home appliances. Programs such as “How Are Our Youth Doing?” are also being operated to promote emotional stability and social connections, demonstrating the government’s multifaceted efforts to support youth independence.
