전남도, ‘벼 유기농 명인’ 3인 선정… “지속가능한 친환경농업, 현장서 답 찾다”

전라남도는 ‘2025년 전라남도 유기농 명인’으로 벼 유기농 재배 분야에서 탁월한 기술과 실천력을 보인 송효수(고흥), 김재기(장흥), 이병연(해남) 씨를 선정했다고 밝혔다.

이번 선정은 전남도가 농업 현장에서 축적된 경험과 연구를 통해 자신만의 독창적 유기농법을 정립한 농업인을 ‘명인’으로 지정해, 친환경농업 마이스터이자 현장교수로 육성하는 제도의 일환이다.

■ 자연과 공존하는 농법의 장인들
고흥의 송효수 명인은 자연농자재를 활용한 **‘석회유황농법’**을 개발·실천 중이다.

그는 병해충 방제를 위해 현미식초, 카놀라유, 고삼 삶은 물 등을 석회유황과 혼합해 살포하며, 논에는 볏짚을 환원하고 녹비작물을 파종해 토양 유기물 함량을 높이는 심층 갈이 농법을 적용하고 있다.

이 방식은 화학비료 없이도 지력을 보존하는 지속가능한 벼 재배의 모범 사례로 평가받는다.

장흥의 김재기 명인은 ‘유황쌀 재배농법’으로 잘 알려져 있다.

종자를 65℃ 온탕소독 후 유황액에 침지해 병해충을 예방하고, 육묘 상자에는 할미꽃 추출액을 살포해 건강한 모를 기른다.

또한 모내기 시 유황액과 우렁이를 함께 투입하고, 병충해 방제를 위해 자닮오일·멀구슬 발효액·할미꽃 추출액 등을 황토유황과 혼합해 살포함으로써 벼의 저항성과 생육 안정성을 높였다.

해남의 이병연 명인은 2016년 일본 품종 ‘이노찌노이찌(Inochi no Ichi)’의 라이선스를 취득해 자가종자로 재배하며, 소식재배와 교대 간수법(물 채움·배수 반복)을 접목한 선진 유기농법을 구현했다.

이는 벼 뿌리의 호흡과 토양 내 미생물 활동을 촉진해 생육을 강화하며, 볏짚 환원과 가을갈이로 유기물 함량을 극대화한다.

또한 유황과 식초 등 천연자재를 병행 사용해 병해충을 예방하는 과학적 농법으로 주목받고 있다.

■ “명인의 현장기술, 전남 전역으로 확산”
박현식 전라남도 농축산식품국장은 “이번에 선정된 유기농 명인들은 벼 유기농업 분야의 살아 있는 교과서이자, 실천적 기술과 경험을 가진 전문가”라며 “도는 이들이 축적한 기술과 노하우가 전남 전역으로 확산될 수 있도록 교육·홍보·현장 컨설팅을 적극 지원하겠다.”고 밝혔다.

■ 전국 최초 제도화, 유기농업의 중심 전남
전남도는 2010년 전국 최초로 ‘유기농 명인 지정·운영 조례’를 제정한 이후, 현재까지 총 30명의 명인을 배출했다.

이들은 유기농 명인과정 교육 운영, 우수 친환경농산물 전시·홍보 활동 등을 통해 전남 친환경농업의 확산과 품질 향상에 중추적 역할을 하고 있다.

전남도 관계자는 “이번 명인 선정은 지속가능한 농업, 사람과 자연이 함께 사는 농업의 가치를 재확인하는 계기”라며 “전남이 대한민국 유기농업의 중심으로 자리매김하도록 명인들의 현장 지혜를 이어가겠다.”고 강조했다.

Jeonnam Selects Three ‘Organic Rice Masters’… “Sustainable Eco-Farming, Answers Found in the Field”
Song Hyo-su, Kim Jae-gi, and Lee Byung-yeon open the future of Jeonnam’s organic agriculture with their unique cultivation methods.
The Jeollanam-do Provincial Government announced that it has selected Song Hyo-su (Goheung), Kim Jae-gi (Jangheung), and Lee Byung-yeon (Haenam) as the “2025 Jeonnam Organic Masters” for their outstanding technology and practical achievements in organic rice farming.
This designation is part of Jeonnam’s initiative to recognize farmers who have developed their own unique organic cultivation techniques through years of experience and research in the field, cultivating them as “Masters of Eco-Farming” and field instructors to lead the region’s sustainable agriculture movement.
■ Masters of Coexistence with Nature
Song Hyo-su of Goheung County has developed and practiced the “Lime-Sulfur Farming Method”, which utilizes natural farming materials.
He mixes brown rice vinegar, canola oil, and extracts of the Sophora root with lime sulfur to control pests and diseases. He also applies deep tillage with green manure crops and rice straw incorporation, enriching the soil with organic matter.
This practice has become a model for sustainable rice cultivation that preserves soil fertility without relying on chemical fertilizers.
Kim Jae-gi of Jangheung County is renowned for his “Sulfur Rice Cultivation Method.”
He sterilizes rice seeds in 65°C hot water and soaks them in sulfur solution to prevent diseases, while spraying Pasque flower (Halmi-got) extract on nursery boxes to grow healthy seedlings.
During transplanting, he applies sulfur solution and releases freshwater snails (ureongi) into paddies, then sprays a mixture of self-made oil, neem fermentation liquid, and Pasque flower extract blended with red clay sulfur to strengthen rice resistance and stabilize growth.
Lee Byung-yeon of Haenam County obtained a cultivation license in 2016 for the Japanese rice variety “Inochi no Ichi” and has since produced it using self-propagated seeds.
He employs sparse planting techniques and alternating irrigation (flooding and draining cycles) to promote root respiration and microbial activity in the soil.
By incorporating rice straw and practicing autumn plowing, he increases organic matter content and uses natural agents like sulfur and vinegar for disease and pest control — a scientifically advanced organic farming approach.
■ “Expanding Master Techniques Across Jeonnam”
Park Hyun-sik, Director General of the Jeonnam Agriculture, Livestock, and Food Bureau, said,
“The selected Organic Masters are living textbooks in the field of organic rice farming, possessing both practical knowledge and rich experience.”
He added, “The province will actively support education, promotion, and on-site consulting to ensure that their accumulated techniques and wisdom are widely shared throughout Jeonnam.”
■ Jeonnam Leads Korea’s Organic Farming Movement
Jeonnam Province enacted the nation’s first ‘Organic Master Designation and Operation Ordinance’ in 2010 and has since named a total of 30 Organic Masters.
These masters play a pivotal role in expanding and improving the quality of eco-friendly agriculture through training programs, exhibitions, and promotional activities for certified organic products.
A provincial official emphasized,
“This year’s selection reaffirms the value of sustainable agriculture — a way of farming where people and nature coexist in harmony. Jeonnam will continue to build on the wisdom and practices of these masters to strengthen its position as the heart of organic agriculture in Korea.”
