광주·전남 행정통합 특별법(가칭) 발의를 앞두고, 시도민 삶에 직접 닿는 핵심 특례를 최종 점검하는 정치·행정권 공동 검증이 이뤄졌다.
통합의 명분을 넘어 체감 가능한 변화를 법률에 담아내겠다는 강한 메시지다.

전라남도와 광주광역시는 25일 광주 김대중컨벤션센터에서 ‘광주·전남 행정통합 특별법 검토 제3차 간담회’를 열고, 특별법 발의 전 마지막 정비에 나섰다.

이날 간담회에는 시도지사와 국회의원들이 참석해 국회 논의와 도민공청회에서 제기된 쟁점을 토대로 특례 조항의 실효성을 집중 점검했다.

회의는 특별법 주요 내용 보고에 이어 분야별 특례 검토 순으로 진행됐다.
참석자들은 광주·전남 전역이 고르게 성장할 수 있는 구조를 전제로, 공청회에서 제기된 우려와 요구가 법안에 빠짐없이 반영됐는지를 꼼꼼히 살폈다.

에너지 분야에서는 영농형 태양광의 사업성 보장과 전력계통 포화 문제 해소를 위한 계통관리설비 구축 방안이 논의됐다.
아울러 국가기간산업 경쟁력 회복을 뒷받침할 산업구조 전환 지원 규정도 점검 대상에 올랐다.

농수축산업 분야에서는 축산클러스터 설립과 스마트수산업 선도지구 지정 등 현장 체감도가 높은 특례가 검토됐다.
공공의료 분야에선 의료취약지역 인프라 확충을 비롯해 지역소멸대응기금을 활용한 공공의료 특례, 통합국립대 육성, 지역 인재의 양성·정착을 위한 주거·교육·조세 지원 방안이 폭넓게 논의됐다.

미래 전략산업에서는 AI 메가클러스터와 AI 혁신거점 조성, 모빌리티 미래도시 지원 등 광주·전남 성장 동력을 강화할 특례 조항이 핵심 과제로 다뤄졌다.
반도체산업 특화단지 우선 지정과 반도체·방산클러스터 연계 신산업화, 양자산업 육성 특례 등 차세대 산업을 묶는 패키지 지원도 점검됐다.

문화 분야에서는 아시아문화중심도시 조성 범위 확대와 국비 지원 강화, 문화관광 인프라 구축, 문화지구 지정 특례 등을 통해 문화가 산업으로 확장되는 특별시 모델을 만드는 방안이 논의됐다.

전남도와 광주시는 이날 논의 결과를 반영해 특별법 특례를 대폭 보강한 최종안을 확정하고, 향후 국회 절차와 중앙부처 협의 과정에서 지역 핵심 요구가 충실히 반영되도록 공동 대응에 나설 계획이다.

김영록 전남도지사는 “대통령이 신년 기자회견에서 행정통합을 적극 뒷받침하겠다는 뜻을 거듭 밝힌 만큼, 그에 걸맞은 핵심 특례를 더욱 확실히 담아야 한다.”며 “오늘은 발의 전 마지막 점검 자리인 만큼 한 조항도 허투루 넘기지 말아 달라”고 강조했다.

이어 “아직 정리되지 않은 특별법 명칭 문제도 이번에 매듭지어야 한다.”며, 발의 이후 중앙부처·국회 대응에 총력을 기울일 뜻을 밝혔다.

강기정 광주시장은 “광주·전남 행정통합은 지역의 미래 경쟁력을 좌우하는 국가적 과제”라며 “실질적인 특례가 법에 담겨 통합 효과가 시민 삶에서 눈에 보이도록 국회와 긴밀히 협력하겠다.”고 말했다.

통합의 성패는 선언이 아니라 특례의 완성도에 달려 있다.

Gwangju–Jeonnam Administrative Integration Special Act: Final Review of ‘Key Special Provisions’ Ahead of Bill Introduction
As the introduction of the proposed Gwangju–Jeonnam Administrative Integration Special Act approaches, a joint political and administrative review has been conducted to finalize key special provisions that directly affect residents’ daily lives. The message is clear and forceful: beyond justification and slogans, the law must deliver tangible, felt change.
On the 25th, Jeonnam Province and Gwangju Metropolitan City convened the 3rd Review Meeting on the Gwangju–Jeonnam Administrative Integration Special Act at the Kimdaejung Convention Center in Gwangju, carrying out final preparations ahead of the bill’s submission. Governors and National Assembly members attended the meeting, focusing on the practical effectiveness of special provisions based on parliamentary discussions and feedback raised during public hearings.
Following a briefing on the bill’s main contents, participants reviewed special provisions by sector. With the premise of balanced growth across the entire Gwangju–Jeonnam region, they closely examined whether concerns and requests raised at public hearings had been fully and faithfully incorporated into the draft.
In the energy sector, discussions covered measures to ensure the business viability of agrivoltaic projects and to resolve grid congestion through the construction of grid management facilities. Provisions to support industrial restructuring aimed at restoring the competitiveness of national backbone industries were also reviewed.
In agriculture, fisheries, and livestock, the meeting examined high-impact, field-oriented provisions such as the establishment of livestock clusters and the designation of smart fisheries pilot zones. In public healthcare, a broad range of measures was discussed, including the expansion of healthcare infrastructure in medically underserved areas; special provisions leveraging the Regional Depopulation Response Fund; the development of integrated national universities; and housing, education, and tax incentives to train, attract, and retain regional talent.
For future strategic industries, key agenda items included special provisions to strengthen regional growth engines—such as the creation of AI megaclusters and AI innovation hubs, and support for future mobility cities. Participants also reviewed package-based support linking next-generation industries, including priority designation of semiconductor-specialized complexes; new industrialization connecting semiconductor and defense clusters; and special provisions to foster quantum industries.
In the cultural sector, discussions addressed expanding the scope of the Asian Culture-Centered City initiative, increasing national funding, building cultural and tourism infrastructure, and designating cultural districts—aimed at creating a special city model where culture expands into industry.
Based on the outcomes of the meeting, Jeonnam Province and Gwangju City plan to substantially reinforce the special provisions, finalize the draft, and respond jointly through National Assembly procedures and consultations with central ministries to ensure the region’s core demands are fully reflected.
Jeonnam Governor Kim Young-rok stated, “With the President repeatedly expressing firm support for administrative integration at the New Year’s press conference, we must ensure the law contains robust, substantive special provisions befitting that commitment.” He emphasized, “As this is the final review before submission, please examine every clause meticulously,” adding that the unresolved issue of the act’s official title should also be settled at this stage. He further noted that, following submission, the region would mobilize full efforts in engaging central ministries and the National Assembly.
Gwangju Mayor Kang Ki-jung said, “Gwangju–Jeonnam administrative integration is a national task that will shape the region’s future competitiveness,” adding, “We will work closely with the National Assembly so that meaningful special provisions are written into the law and the effects of integration become clearly visible in citizens’ daily lives.”
The success of integration hinges not on declarations, but on the completeness of its special provisions.
Now on the brink of submission, the Gwangju–Jeonnam Administrative Integration Special Act faces its final test—down to the very last sentence.
