광주·전남 행정통합 논의가 설명 중심의 행정 절차를 넘어, 도민 참여형 공론 과정으로 이어지고 있다.
전라남도는 20일 장성군에서 두 번째 도민공청회를 열고, 행정통합의 필요성과 추진 방향, 통합 이후 도민의 삶에 미치는 변화를 직접 설명하며 현장의 목소리를 들었다.
이번 공청회는 전날 영암군에 이어 열린 두 번째 자리로, 김영록 전남도지사가 직접 참석해 행정통합의 배경과 핵심 특례, 균형발전 구상을 상세히 밝혔다.
특히 통합이 광역 차원의 효율성 제고에 그치는 것이 아니라, 군 단위 지역에서도 체감 가능한 변화로 이어져야 한다는 점을 분명히 했다.
공청회 현장에서는 질의·응답이 이어지며, 통합에 대한 기대와 함께 우려의 목소리도 솔직하게 제기됐다.
전남도는 일방적 설명이 아닌 직접 소통을 통해 정책의 방향을 다듬는 과정이라는 점에서 이번 공청회의 의미를 강조했다.
교육통합에 대한 관심이 높은 현실을 반영해, 이날 공청회는 전남도교육청과 공동으로 개최됐다.
김대중은 교육통합의 추진 방향과 기대 효과를 설명하고, 학생·학부모·교원들의 질문에 직접 답하며 교육 분야 통합 논의를 구체화했다.
이는 행정통합이 행정조직 개편에만 머물지 않고 교육·복지·생활 전반으로 확장되고 있음을 보여주는 대목이다.
현장 참석이 어려운 도민을 위해 공청회 전 과정은 전남도 공식 유튜브 채널을 통해 생중계됐다.
이를 통해 시간과 공간의 제약 없이 더 많은 도민이 통합 논의에 참여할 수 있도록 한 점도 눈에 띈다.
김영록 지사는 “영암에 이어 장성에서도 도민의 목소리를 직접 듣고 있다.”며 “두 차례 공청회에서 제기된 의견을 종합해 군 단위에서도 실질적으로 체감할 수 있는 균형발전형 행정통합 방안을 구체화하겠다.”고 밝혔다.
이어 “장성은 심뇌혈관 질환 중심의 의료·바이오산업, AI 데이터센터 기반 첨단산업, 아열대 스마트농업지구와 수출 전문단지 조성 등 미래 성장 동력을 차분히 준비해 온 지역”이라며 “행정통합을 통해 이러한 전략 산업이 더욱 속도를 내고, 장성이 전남 북부권의 핵심 거점 도시로 도약하도록 적극 뒷받침하겠다.”고 강조했다.
전남도는 21일 목포와 신안에서 도민공청회를 이어가는 등, 남은 20개 시군을 순차적으로 방문해 공청회를 지속 개최할 계획이다.
참여를 희망하는 도민은 전남도와 시군 누리집에 게시된 정보무늬(QR코드)를 통해 사전 신청하거나 당일 현장 접수를 통해 참여할 수 있다.
전남도는 공청회에서 제시된 도민 의견을 향후 특별법 제정과 통합 추진 전 과정에 반영할 방침이다. 광주·전남 행정통합은 이제 구호의 단계가 아니라, 도민이 직접 묻고 답하며 방향을 정하는 현실 정치의 영역으로 들어서고 있다.

“There Will Be No Integration That Only Grows Cities”
Jeonnam Province Presses Ahead with Gwangju–Jeonnam Administrative Integration, Putting Citizens at the Center to Prove Real Changes in Daily Life
Discussions on the administrative integration of Gwangju and Jeonnam are moving beyond explanation-focused procedures toward a citizen-participatory public deliberation process.
On the 20th, Jeonnam Province held its second citizens’ public hearing in Jangseong County, where officials explained the necessity and direction of the proposed integration and the changes it would bring to residents’ lives, while listening directly to voices from the field.
Following the first hearing in Yeongam County the previous day, this second session was attended in person by Jeonnam Governor Kim Young-rok, who provided a detailed briefing on the background of the integration, key special provisions, and a balanced-development vision.
He made it clear that the integration must go beyond improving efficiency at the metropolitan level and lead to tangible, felt improvements for county-level communities as well.
During the hearing, an open Q&A session allowed residents to express both expectations and concerns candidly. Jeonnam Province emphasized the significance of the event as a process of refining policy direction through direct communication, rather than one-way explanations.
Reflecting strong public interest in educational integration, the hearing was co-hosted with the Jeonnam Provincial Office of Education. Superintendent Kim Dae-jung outlined the direction and expected benefits of education integration and responded directly to questions from students, parents, and teachers, further concretizing discussions in the education sector. This underscored that the integration is expanding beyond administrative restructuring to encompass education, welfare, and everyday life.
To ensure broader participation, the entire hearing was livestreamed on Jeonnam Province’s official YouTube channel, enabling more residents to join the discussion regardless of time or location.
Governor Kim said, “Following Yeongam, we are once again hearing citizens’ voices directly here in Jangseong,” adding, “By synthesizing the feedback raised in these two hearings, we will flesh out a balanced integration plan that people in county areas can truly feel.”
He continued, “Jangseong has steadily prepared future growth engines, including medical and bio industries centered on cardio-cerebrovascular diseases, cutting-edge industries based on AI data centers, and subtropical smart agriculture zones and export-specialized complexes. Through administrative integration, we will actively support these strategic industries to gain momentum and help Jangseong emerge as a core hub city in northern Jeonnam.”
Jeonnam Province plans to continue the series of public hearings, including sessions in Mokpo and Sinan on the 21st, sequentially visiting the remaining 20 cities and counties. Residents interested in participating may apply in advance via QR codes posted on provincial and municipal websites or register on site on the day of the hearing.
Opinions presented during the hearings will be reflected throughout the process of drafting special legislation and advancing the integration. The Gwangju–Jeonnam administrative integration has now moved beyond slogans into the realm of practical politics, where citizens themselves ask questions, receive answers, and shape the direction forward.
