전남과 광주지역 기초의회를 대표하는 ‘전남광주통합특별시 시군구의회 의장협의회’가 공식 출범하고, 이상주 신안군의회 의장이 초대 회장에 선출됐다.

협의회는 지난 7월 30일 합동 임시회를 열어 기존 전라남도 시군의회 의장협의회와 광주광역시 자치구의회 의장협의회의 통합을 의결했다. 이어 제1대 전반기 회장으로 이상주 의장을 만장일치로 추대했다.

이번 통합은 전남광주통합특별시 출범에 맞춰 전남과 광주의 기초의회가 별도로 운영해 온 협력체계를 하나로 묶고, 광역행정체제 개편 과정에서 지역별 현안과 주민 의견을 공동으로 전달하기 위해 추진됐다.

특히 통합특별시 출범 이후 교통과 의료, 교육, 산업, 농어촌 지원, 지역균형발전 등 시·군·구 경계를 넘는 현안이 늘어날 것으로 예상되면서 기초의회 차원의 공동 대응체계가 필요하다는 판단이 반영됐다.

이상주 초대 회장은 선출 직후 “전남광주통합특별시 출범이라는 뜻깊은 전환기에 새롭게 출발하는 협의회의 초대 회장을 맡게 돼 막중한 책임감을 느낀다.”고 밝혔다.

이어 “전남과 광주의 기초의회가 더욱 긴밀하게 소통하고 협력해 통합시대에 걸맞은 진정한 풀뿌리 민주주의의 기틀을 다지겠다”고 강조했다.

이 회장은 협의회의 가장 중요한 역할로 ‘주민 의견의 정책 반영’을 제시했다.

그는 “전남과 광주 기초의회 간 견고한 협력체계를 구축해 지역의 공동 현안에 선제적으로 대응하겠다.”며 “주민의 목소리가 통합특별시의 정책과 행정에 충실히 반영될 수 있도록 초대 회장으로서 책임과 역할을 다하겠다.”고 말했다.

이는 통합특별시의 정책이 광역단체 중심으로 결정되면서 농어촌과 섬 지역, 원도심 등 상대적으로 인구와 행정력이 취약한 지역의 목소리가 소외될 수 있다는 우려를 고려한 발언으로 풀이된다.

협의회는 앞으로 기초의회 간 정책정보 공유와 공동 현안 발굴, 통합특별시 및 중앙정부를 상대로 한 제도개선 건의, 지방의회 자율성과 전문성 강화를 위한 공동사업 등을 추진할 것으로 전망된다.

다만 협의체의 실질적인 성과를 내려면 선언적인 소통과 협력에 머물러서는 안 된다는 지적도 나온다. 통합에 따른 지역별 재정 배분과 행정서비스 격차, 농어촌·도서지역 대표성, 도시와 농촌 간 이해관계 조정 등 구체적인 과제를 협의회 차원에서 어떻게 다룰 것인지가 관건이다.

초대 회장단 구성과 임기, 회의 운영방식, 예산 및 분담금, 사무국 운영계획도 주민에게 투명하게 공개할 필요가 있다. 정기회의 결과와 공동건의안, 정책 반영 여부를 지속해서 공개해야 협의회가 단순한 의장단 친목기구가 아닌 실질적인 주민대표 협의체로 자리 잡을 수 있다.

이상주 회장은 전남대학교 행정학과를 졸업했으며, 신안군의회 제9대 후반기 의장과 전남 시군의회 의장협의회 회장, 대한민국 시군자치구의회 의장협의회 수석부회장 등을 역임했다. 현재 제10대 전반기 신안군의회 의장으로 재임하고 있다.

전남광주통합특별시 시군구의회 의장협의회가 지역 간 균형과 주민 중심의 지방자치를 실현하려면 앞으로 공동 현안을 구체적으로 선정하고, 정책 건의부터 처리 결과까지 공개하는 책임 있는 운영체계를 마련해야 한다.

The Jeonnam-Gwangju Integrated Special City Council Chairpersons Association, representing local councils across Jeonnam and Gwangju, has officially been launched, with Shinan County Council Chairman Lee Sang-joo elected as its inaugural president.
At a joint extraordinary meeting held on July 30, the participants formally approved the merger of the Jeollanam-do Municipal and County Council Chairpersons Association and the Gwangju Metropolitan City District Council Chairpersons Association. Lee was subsequently elected unanimously as president for the first half of the association’s inaugural term.
The merger was pursued in line with the launch of the Jeonnam-Gwangju Integrated Special City. It aims to unite the previously separate cooperative frameworks of local councils in Jeonnam and Gwangju and enable them to jointly convey regional priorities and residents’ opinions during the restructuring of the metropolitan administrative system.
With the launch of the integrated special city expected to increase cross-jurisdictional issues involving transportation, healthcare, education, industry, agricultural and rural support, and balanced regional development, the need for a joint response system among local councils has become increasingly evident.
Following his election, Lee said, “I feel a profound sense of responsibility in assuming the inaugural presidency of this newly established association at this meaningful turning point marked by the launch of the Jeonnam-Gwangju Integrated Special City.”
“The local councils of Jeonnam and Gwangju will communicate and cooperate more closely to lay the foundation for genuine grassroots democracy suited to the era of integration,” he added.
Lee identified the incorporation of residents’ opinions into public policy as one of the association’s most important responsibilities.
“We will establish a solid cooperative framework among the local councils of Jeonnam and Gwangju and respond proactively to shared regional issues,” he said. “As the inaugural president, I will fulfill my responsibilities and ensure that residents’ voices are faithfully reflected in the policies and administration of the integrated special city.”
His remarks appear to reflect concerns that policymaking could become concentrated at the metropolitan government level following integration, potentially marginalizing the voices of rural communities, island areas and older urban districts with relatively small populations and limited administrative capacity.
The association is expected to promote the exchange of policy information among local councils, identify shared priorities, submit proposals for institutional reforms to the special city government and central government, and carry out joint initiatives aimed at strengthening the autonomy and expertise of local councils.
However, observers point out that meaningful results will require more than declarations of communication and cooperation. A key test will be how the association addresses specific challenges arising from integration, including the distribution of financial resources, disparities in administrative services, representation of rural and island communities, and conflicts of interest between urban and rural areas.
The association should also transparently disclose the composition and terms of its inaugural leadership, meeting procedures, budget and member contributions, and plans for operating its secretariat. Regular publication of meeting outcomes, joint proposals and policy implementation results will be essential if the organization is to become a substantive representative body for residents rather than merely a networking group for council chairpersons.
Lee graduated from the Department of Public Administration at Chonnam National University. He previously served as chairman of the Shinan County Council during the latter half of its ninth term, president of the Jeonnam Municipal and County Council Chairpersons Association, and senior vice president of the Korea Council of Municipal, County and District Council Chairpersons. He currently serves as chairman of the Shinan County Council for the first half of its 10th term.
For the Jeonnam-Gwangju Integrated Special City Council Chairpersons Association to achieve balanced regional development and resident-centered local autonomy, it must identify concrete joint priorities and establish an accountable operating system that publicly tracks every step—from submitting policy proposals to disclosing how those proposals are handled.
