전남 고흥의 한 어업 사업장에서 고용주가 베트남 국적 이주노동자들이 머물던 숙소에 소화기를 분사한 사건이 발생해 경찰과 고용노동부, 법무부가 사실관계 확인에 나섰다.

이번 사건에서 소화기 분사 장면은 영상으로 공개됐지만 임금체불과 강제근로 여부, 사건 전후 경위와 구체적인 형사책임은 관계기관의 조사 대상이다.

Authorities have launched investigations after an employer allegedly sprayed a fire extinguisher inside a dormitory occupied by two Vietnamese migrant workers at a fisheries workplace in Goheung, South Jeolla Province.
A publicly released video shows the employer ordering the workers to leave the dormitory, using abusive language and spraying a fire extinguisher several times.
The workers’ side said fire extinguisher powder entered their eyes and mouths, causing symptoms including difficulty breathing. The workers have reportedly filed a complaint with police.
Allegations have also been raised regarding their working conditions. The workers claim they were assigned duties different from those stipulated in their employment contracts and that part of their wages was not paid. The exact amount of any unpaid wages and whether the employment contracts were violated have not yet been determined.
The Yeosu Branch of the Gwangju Regional Employment and Labor Administration has formed a dedicated team and launched an urgent labor inspection to determine whether labor laws were violated, including through unpaid wages or forced labor.
The Ministry of Justice has also dispatched a Migrant Human Rights Violation Investigation Team to Goheung to examine the alleged harm as well as the workers’ employment and immigration status. Goheung County has also announced plans to inspect workplaces employing foreign workers and provide employers with training on human rights and labor laws.
While the video shows the fire extinguisher being sprayed, allegations concerning unpaid wages and forced labor, the circumstances leading up to the incident, and any specific criminal liability remain under investigation.
