전력망 투자가 확대되는 가운데 한국전력이 전기업계와 함께 전기공사 원가 산정기준의 적정성과 투명성을 높이고 공사비를 둘러싼 분쟁을 협의체를 통해 우선 해결하는 상시 협력체계를 구축한다.
한국전력은 지난 22일 충북 오송 한국전기공사협회에서 대한전기산업연합회, 한국전기공사협회와 ‘공사원가 산정기준 신뢰성 제고를 위한 상생협력 업무협약(MOU)’을 체결했다고 23일 밝혔다.
이번 협약은 전력망 투자 확대에 따라 공사원가 산정기준의 중요성이 커지고 있는 상황에서 발주기관인 한전과 전기업계가 원가 산정 과정의 신뢰성을 높이고 현장의 목소리를 제도적으로 반영하기 위해 마련됐다.
특히 공사원가를 둘러싼 이견이나 분쟁이 발생할 경우 협의체를 통한 해결을 우선 추진하도록 해 한전과 전기업계 사이의 갈등을 사전에 줄일 수 있을지 주목된다.
한전과 대한전기산업연합회, 한국전기공사협회는 앞서 지난 4월 30일 ‘공사원가 산정 협의체’를 발족하고 공사원가와 관련된 주요 현안을 논의해 왔다.
이번 업무협약은 기존 협의체 운영을 일회성 논의에 그치지 않고 제도화해 지속적인 협력 구조로 발전시키겠다는 데 의미가 있다.
■ 공사원가 기준부터 분쟁 해결까지 ‘공동 협의’
3개 기관은 협약에 따라 공정하고 합리적인 공사원가 산정기준을 마련하는 데 상호 협력하기로 했다.
또 공사원가 협의체 구성과 운영을 제도화하고, 공사원가와 관련한 분쟁이 발생할 경우 협의체를 통해 우선적으로 해결하는 방안을 추진한다.
공사현장의 안전 확보에 필요한 사항도 원가 산정기준에 반영한다. 현장에서 새롭게 적용되는 신공법과 신사업 역시 실제 공사 여건에 맞춰 원가 산정기준에 적기에 반영한다는 계획이다.
이는 공사원가 기준이 현장의 기술 변화나 안전 확보에 필요한 비용을 제때 반영하지 못할 경우 발생할 수 있는 발주기관과 시공업계 사이의 이견을 줄이기 위한 조치로 풀이된다.
■ 전력망 투자 확대…공사비 기준 신뢰성 중요성 커져
전력망 확충 사업이 확대되면서 적정한 공사원가 산정은 사업의 안정적인 추진과 시공 품질, 현장 안전 등에 영향을 미치는 주요 요소로 꼽힌다.
한전은 이번 협약을 계기로 전기업계와 상시적인 소통·협력 체계를 강화하고 공사원가 산정기준의 적정성과 투명성을 높여 전력망 확충을 비롯한 국가 에너지정책 추진을 지원한다는 방침이다.
한전 관계자는 “전기업계와의 상생 협력 거버넌스 구축을 통해 공사원가 산정의 적정성을 한층 높일 수 있을 것으로 기대한다”며 “이번 협약을 계기로 ‘공사원가 산정 협의체’를 중심으로 상시적인 교류와 협력을 지속 강화해 나가겠다.”고 밝혔다.
한전은 앞으로도 전기업계와 협의를 이어가며 공사원가 산정기준을 지속적으로 개선하고, 현장의 안전 확보와 새로운 공법·기술 등 전력산업의 변화가 원가 기준에 적기에 반영될 수 있도록 공동 대응할 계획이다.

As investment in power grid infrastructure continues to expand, Korea Electric Power Corporation (KEPCO) is strengthening cooperation with the electrical industry to improve the fairness and transparency of construction cost estimation standards and establish a permanent consultative framework for resolving cost-related disputes.
KEPCO announced on September 23 that it signed a Memorandum of Understanding (MOU) on September 22 with the Korea Electrical Industry Association and the Korea Electrical Contractors Association at the Korea Electrical Contractors Association headquarters in Osong, Chungcheongbuk-do. The agreement is aimed at enhancing the reliability of construction cost estimation standards through mutually beneficial cooperation.
The agreement was initiated as the importance of construction cost standards continues to grow amid increased investment in power grid infrastructure. It is intended to enhance confidence in the cost estimation process and systematically incorporate feedback from construction sites through cooperation between KEPCO, as the project owner, and the electrical industry.
In particular, when disagreements or disputes arise over construction costs, the parties will seek to resolve them first through the consultative body, potentially helping prevent and reduce conflicts between KEPCO and electrical contractors.
KEPCO, the Korea Electrical Industry Association, and the Korea Electrical Contractors Association previously launched the Construction Cost Estimation Consultative Body on April 30 and have since discussed major issues related to construction costs.
The latest MOU is intended to institutionalize the consultative framework rather than leave it as a temporary mechanism, thereby establishing a sustainable structure for long-term cooperation.
Joint Consultation on Cost Standards and Dispute Resolution
Under the agreement, the three organizations will cooperate in establishing fair and reasonable construction cost estimation standards.
They will also institutionalize the organization and operation of the Construction Cost Estimation Consultative Body and seek to resolve construction cost-related disputes through the consultative body as a first step.
Measures necessary to ensure safety at construction sites will also be incorporated into cost estimation standards. In addition, cost standards for new construction methods and emerging business areas will be updated in a timely manner to reflect actual conditions in the field.
These measures are expected to help reduce disagreements between the project owner and contractors that may arise when construction cost standards fail to promptly reflect technological changes or expenses required to ensure workplace safety.
Growing Power Grid Investment Increases Importance of Reliable Cost Standards
As power grid expansion projects accelerate, appropriate construction cost estimation is becoming an increasingly important factor affecting stable project implementation, construction quality, and on-site safety.
Through the agreement, KEPCO plans to strengthen its continuous communication and cooperation with the electrical industry while improving the fairness and transparency of construction cost estimation standards. The company also aims to support the smooth implementation of national energy policies, including the expansion of the country's power grid.
A KEPCO official said, “We expect that establishing a mutually beneficial cooperation framework with the electrical industry will further improve the appropriateness of construction cost estimation.”
“With this agreement, we will continue to strengthen regular communication and cooperation centered on the Construction Cost Estimation Consultative Body,” the official added.
KEPCO plans to continue improving its construction cost estimation standards through close consultation with the electrical industry. It will also work jointly with industry stakeholders to ensure that changes in the power sector—including enhanced workplace safety requirements, new construction methods, and emerging technologies—are reflected in construction cost standards in a timely manner.
