한국전력이 에너지 분야 사이버공격에 대응할 전문인력을 양성하기 위해 실전형 공격·방어훈련인 ‘2026 일렉콘(ELECCON)’을 개최한다.

한전은 국가정보원 지부, 기후에너지환경부와 공동으로 훈련을 주최하고, 9월 28일부터 10월 8일까지 참가팀을 온라인으로 모집한다고 밝혔다. 한전 홈페이지에도 ‘2026 ELECCON 사이버공격 방어훈련 개최’ 공지가 게시돼 있다.

일렉콘은 실제 에너지 시스템과 유사한 가상 환경에서 공격팀과 방어팀이 실시간으로 맞서는 훈련이다. 방어팀은 공격을 탐지·차단하고, 취약점 제거와 피해 복구를 수행하며 설비가 계속 운영될 수 있도록 대응한다. 2021년 시작해 올해로 6회째를 맞았다.

참가 부문은 에너지 기관Ⅰ(제어), 에너지 기관Ⅱ(정보), 대학부, 고등부 등 4개다. 온라인 예선은 10월 22일 열리며, 성적에 따라 부문별 8개 팀을 본선에 선발한다. 총 32개 방어팀이 참가하는 본선은 11월 11일부터 12일까지 전남광주 나주시 한전 본사에서 진행될 예정이다.

한전은 올해 기후에너지환경부가 공동 주최기관으로 참여하면서 정부와 에너지 공공기관의 사이버보안 협력체계가 강화될 것으로 기대하고 있다.

한전 관계자는 “실제와 유사한 환경에서 이뤄지는 실전형 공방 훈련인 만큼 참가자들의 사이버보안 역량을 키우는 기회가 될 것”이라고 말했다

Korea Electric Power Corporation (KEPCO) will hold “2026 ELECCON,” a live cyberattack and defense exercise aimed at training specialists to respond to threats against the energy sector.
KEPCO said it will jointly host the exercise with a regional branch of the National Intelligence Service and the Ministry of Climate, Energy and Environment. Online applications will be accepted from September 28 through October 8. A notice announcing the exercise has also been posted on KEPCO’s website.
ELECCON places attacking and defending teams in a virtual environment designed to resemble real energy systems. Defending teams must detect and block attacks, remove vulnerabilities and restore affected systems while keeping facilities operational. First held in 2021, the exercise is now in its sixth year.
The competition has four divisions: energy organizations’ control systems, energy organizations’ information systems, universities and high schools. An online preliminary round will take place on October 22. The eight highest-scoring teams in each division will advance to the finals, bringing the total to 32 defending teams. The finals are scheduled for November 11–12 at KEPCO headquarters in Naju.
KEPCO expects the Ministry of Climate, Energy and Environment’s participation as a co-host this year to strengthen cooperation on cybersecurity between the government and public energy organizations.
“Because this is a live attack-and-defense exercise conducted in an environment similar to the real world, it will be a valuable opportunity for participants to develop their cybersecurity skills,” a KEPCO official said.
