농어촌 기본소득 시범사업 확대를 앞두고 전남광주 지역 군 단위 지자체의 재원 확보와 정책 효과 검증이 과제로 떠올랐다. 주민에게 매달 지역사랑상품권을 지급해 생활을 돕고 지역 내 소비를 늘리려는 사업이지만, 선정된 지자체는 해마다 상당한 군비를 편성해야 한다.

28일 목포MBC 보도에 따르면 강진·완도·장흥·진도군은 농어촌 기본소득 추가 공모를 준비하고 있다. 강진군은 기존 사업과 가용 재원을 재점검하며 연간 300억 원 안팎의 재원 마련 방안을 검토 중이다. 이는 공모 준비 단계의 추산으로, 실제 군비 부담액은 선정 여부와 지급 대상, 최종 재원 분담 방식에 따라 달라진다.

이미 사업을 시행 중인 신안군은 올해 군비 454억 원, 내년 462억 원이 필요하다는 추산이 보도됐다. 2년 합계는 916억 원이다. 이 금액은 군이 부담해야 할 것으로 제시된 예산 규모이며, 지급이 끝난 실제 집행액과는 구분해야 한다. 곡성·구례·보성 등 다른 시범지역도 매년 지방비를 편성해야 한다.

농림축산식품부가 안내한 시범사업의 기본 지급액은 주민 1인당 월 15만 원이다. 지급 수단은 지역사랑상품권으로, 주민의 생활비 부담을 덜면서 소비가 지역 상권에서 이뤄지도록 설계됐다. 다만 지역에서 별도로 추진하는 지원금이나 지급액 확대 계획은 정부 시범사업의 월 15만 원과 구분해 살펴야 한다.

기존 시범사업의 재원 분담은 국비 40%, 광역비 30%, 군비 30%다. 정부는 2027년 예산안에서 국비 비율을 50%로 높이고 광역비와 군비를 각각 25%로 낮출 계획이다. 국비 비율이 올라가더라도 대상 주민 수나 지급 기간이 늘면 군이 마련해야 할 총액은 커질 수 있어, 지자체별 새해 예산안에서 최종 부담액을 확인해야 한다.

주민 1만 명에게 월 15만 원을 1년간 지급한다고 가정하면 총 지급액은 180억 원이다. 이 가운데 군비는 기존 30% 분담률을 적용할 때 54억 원, 2027년 정부 계획인 25%를 적용할 때 45억 원이다. 실제 소요액은 지급 인원과 기간 등에 따라 달라지므로 이 계산을 특정 군의 확정 예산으로 해석해서는 안 된다.

정책 기여도를 둘러싼 자료도 나오고 있다. 농식품부는 기존 시범사업 참여 10개 군의 주민등록 인구가 2025년 9월 31만 9천 명에서 올해 7월 33만 5천 명으로 늘었고, 지역사랑상품권 가맹점도 올해 1월 약 1만 4천 곳에서 8월 약 1만 6천 곳으로 증가했다고 밝혔다. 농식품부는 참여 10개 군의 기본소득 예산 부담이 올해 본예산 총액의 평균 약 3%라고 설명했다.

그러나 인구와 가맹점 수의 증가분 전체를 기본소득의 성과로 계산할 수는 없다. 목포MBC는 신안군의 전입 인구에 목포 등 인근 생활권에서 이동한 주민이 많다고 지적했다. 지역에 새로 정착한 인구와 인접 시군 사이에서 주소를 옮긴 인구를 나눠 분석해야 인구 감소 대응 효과를 판단할 수 있다.

지역경제 기여도 역시 상품권 지급액보다 새로 늘어난 소비와 주민 편익을 기준으로 따져야 한다. 상품권으로 결제한 금액 중에는 주민이 원래 지역에서 쓰려던 돈도 포함될 수 있다. 읍 중심 상권과 면·도서 지역에 소비가 어떻게 배분됐는지, 신규 창업과 매출 증가가 지속되는지도 확인할 필요가 있다.

재정 측면에서는 군비를 마련하기 위해 조정한 기존 사업과 그 영향을 공개하는 것이 중요하다. 농식품부가 제시한 ‘본예산 평균 3%’는 참여 군 전체의 평균치다. 각 군이 실제로 다른 사업에 쓸 수 있는 재원 규모와 매년 반복되는 기본소득 지출 부담까지 보여주지는 않는다. 강진처럼 새로 공모에 참여하려는 군은 기존 복지·교통·농업·기반시설 예산과 기본소득 예산을 함께 놓고 우선순위를 검토해야 한다.

농식품부는 경제·인문사회연구회와 함께 시범사업의 성과를 분석하겠다고 밝혔다. 향후 평가에서는 실제 지급·사용액, 지역별 매출 변화, 전입자의 장기 거주 여부와 함께 지방비 지출에 따른 다른 사업의 조정 내역을 확인해야 한다. 그래야 농어촌 기본소득이 주민 생활과 지역경제에 기여한 정도를 재정 부담과 비교할 수 있다.

As the Rural Basic Income Pilot Program moves toward expansion, securing sufficient local funding and verifying the program’s actual policy effects have emerged as major challenges for county-level governments in the Jeonnam-Gwangju region.
The program is designed to provide residents with monthly payments in the form of local gift certificates, helping ease household living costs while encouraging spending within local communities. However, participating local governments are required to allocate substantial amounts of county funding each year.
According to a Mokpo MBC report on September 28, Gangjin, Wando, Jangheung and Jindo counties are preparing to apply for an additional round of the Rural Basic Income program. Gangjin County is reviewing its existing programs and available fiscal resources while considering ways to secure approximately KRW 30 billion annually.
This figure is an estimate made during the application preparation stage. The county’s actual financial burden will depend on whether it is selected, the number of eligible residents and the final cost-sharing arrangement.
Shinan County, which is already participating in the program, is estimated to require KRW 45.4 billion in county funding this year and KRW 46.2 billion next year, according to media reports. The combined amount for the two years would reach KRW 91.6 billion.
These figures represent the estimated budget that the county would need to bear and should be distinguished from actual expenditures after payments are completed. Other pilot areas, including Gokseong, Gurye and Boseong, must also allocate local funds each year.
The Ministry of Agriculture, Food and Rural Affairs has set the standard payment under the pilot program at KRW 150,000 per resident per month. Payments are made through local gift certificates, with the dual purpose of reducing residents’ living expenses and ensuring that spending circulates within local businesses.
However, additional subsidies or plans by individual local governments to increase payment amounts should be distinguished from the central government’s standard pilot-program payment of KRW 150,000 per month.
Under the existing funding structure, the central government covers 40% of the cost, the provincial-level government 30%, and the county government 30%.
In its 2027 budget proposal, the government plans to increase the central government’s share to 50%, while reducing the provincial and county shares to 25% each.
Even if the central government’s contribution increases, however, the total amount that counties must finance could still rise if the number of eligible residents or the payment period expands. The final burden on each local government therefore needs to be verified through its annual budget.
For example, if 10,000 residents each receive KRW 150,000 per month for one year, the total payment would amount to KRW 18 billion.
Under the current 30% county contribution rate, the county would bear KRW 5.4 billion. Under the government’s planned 25% county contribution rate for 2027, that amount would fall to KRW 4.5 billion.
Actual expenditures will vary depending on the number of recipients, payment period and other factors. These illustrative calculations should therefore not be interpreted as the confirmed budget of any particular county.
Data on the program’s potential contribution to local communities have also begun to emerge.
According to the Ministry of Agriculture, Food and Rural Affairs, the combined registered population of the 10 counties participating in the existing pilot program increased from 319,000 in September 2025 to 335,000 in July 2026.
The number of merchants accepting local gift certificates also increased from approximately 14,000 in January 2026 to around 16,000 in August.
The ministry said that the basic-income budget of the 10 participating counties accounted for an average of approximately 3% of their total original annual budgets this year.
However, the entire increase in population and participating merchants cannot automatically be attributed to the basic-income program.
Mokpo MBC reported that a significant portion of people moving into Shinan County came from nearby areas within the same living and economic sphere, including Mokpo.
To properly assess whether the program is helping counter population decline, analysts need to distinguish between genuinely new long-term settlers and residents who have simply moved their registered addresses between neighboring municipalities.
The program’s contribution to the local economy should likewise be evaluated on the basis of additional consumption generated and benefits to residents, rather than simply the total value of local gift certificates distributed.
Some purchases made with the certificates may replace spending that residents would have made locally even without the program.
It is therefore necessary to examine how spending is distributed between central commercial districts and smaller township, rural and island communities, as well as whether increases in business sales and new business formation can be sustained over time.
From a fiscal perspective, transparency is also needed regarding which existing programs are adjusted or reduced in order to secure county funding for the basic-income program and what consequences those changes may have.
The ministry’s figure of “an average of approximately 3% of the original annual budget” represents an average across all participating counties. It does not fully show the amount of discretionary funding available to each county or the long-term burden created by recurring annual basic-income expenditures.
Counties seeking to join the program, such as Gangjin, therefore need to consider the basic-income budget alongside existing expenditures for welfare, transportation, agriculture and infrastructure when determining their fiscal priorities.
The Ministry of Agriculture, Food and Rural Affairs has announced that it will analyze the results of the pilot program in cooperation with the National Research Council for Economics, Humanities and Social Sciences.
Future evaluations should examine actual payment and spending figures, changes in local business sales, whether newcomers remain in the area over the long term, and which other local government programs have been adjusted as a result of increased local fiscal spending.
Only through such analysis will it be possible to compare the extent to which the Rural Basic Income program contributes to residents’ livelihoods and local economies with the fiscal burden borne by local governments.
