신안군이 장기간 추진해 온 경관수 사업을 전면 재정비한다. 2019년부터 경관수 구입과 토지 매입·임차 등에 111억 원이 투입됐으며, 현재도 매년 4억 원 이상의 관리비가 발생하고 있다.
별도로 기증수목 사업과 정원수협동조합 관련 감사·경찰 수사도 보도됐지만, 10월 1일 현재 확인한 공개 보도에서는 구체적인 입건 규모나 송치·불송치 등 처분 결과가 확인되지 않았다.
9월 29일 연합뉴스와 뉴스1 등의 보도에 따르면 신안군은 경관수 관리비, 수목 활용의 한계, 반출 지연에 따른 민원 등을 검토해 사업의 관리체계를 전환할 계획이다.
경관수 사업은 2009년 ‘경관수 양묘 지원사업’으로 시작됐다. 당시 약 140농가에 묘목 50만여 주의 구입비 일부를 지원했다. 2019년부터는 매입사업을 추진해 약 130농가에서 경관수 21만여 주를 사들였다.
이 가운데 약 17만여 주는 공원·가로수 등 공공사업과 정리 작업 등에 활용됐으며, 현재도 약 100농가의 수목 4만여 주를 관리하고 있다.
그러나 공공사업의 수목 수요가 제한적이고 반출이 지연되면서 토지 소유자와 농가의 민원이 발생하고 있다. 기존 수목의 굴취·운반·이식 비용이 신규 수목 구매·식재 비용과 큰 차이가 없다는 점도 재검토 사유로 제시됐다.
군은 10월부터 경제성 검토 용역을 통해 수목 현황과 관리 실태, 정리 대상과 방법, 소요 비용, 활용 가능성 등을 분석할 예정이다. 용역 결과를 바탕으로 활용가치와 경제성이 낮은 수목을 선정해 2027년 정리사업을 추진한다.
이번 경관수 재정비 계획은 앞서 경찰에 수사의뢰된 기증수목 사업과 구분된다.
뉴스1은 7월 8일 신안군이 전임 군정에서 추진한 공유재산 교환, 염전근로자 안심숙소 건립, 기증수목 사업 등 3건에 대해 수사의뢰 방침을 밝혔다고 보도했다. 프레시안은 9월 4일 군이 지난 7월 감사 결과를 토대로 해당 3건을 경찰에 수사의뢰했다고 전했다. 기증수목 사업에서는 수목 평가와 보상, 예산 집행의 적정성 등이 문제로 제기됐다.
정원수협동조합 구매사업에서도 계약 방식에 관한 감사 내용이 공개됐다. 뉴스핌은 8월 14일 신안군 설명을 인용해, 협동조합과 399억 원 상당의 수의계약을 체결하면서 건당 5,000만 원 이하로 나눠 총 939회에 걸쳐 계약한 것으로 감사에서 드러났다고 보도했다. 이는 감사에서 제기된 사항으로, 형사책임이 확정됐다는 의미는 아니다.
지역언론은 농가 피해와 사업 추진 방식에 대한 논란도 전했다. 호남타임즈는 7월 22일 정원수협동조합원들이 군청 앞에서 예산 편성과 계약 정상화를 요구한 집회를 보도하면서, 관련 감사와 경찰 수사가 진행 중이라고 전했다.
프레시안은 9월 4일 전임 군정 사업 재검토를 두고 잘못된 행정을 바로잡아야 한다는 의견과, 기존 사업을 일괄적으로 부정해서는 안 된다는 의견을 함께 소개했다.
7월 8일 수사의뢰 발표 이후 10월 1일까지 85일이 지났지만, 발표일과 경찰의 실제 사건 접수일은 구분해야 한다. 현재 확인한 공개 보도만으로는 담당 수사부서, 조사 범위, 증거 확보 상황과 처분 여부를 파악하기 어려워 수사가 지연되고 있는지 판단하기에는 자료가 부족하다.
경관수 사업에 투입된 111억 원 역시 전체가 불법 지출이나 손실로 확인된 금액은 아니다.
향후 경제성 검토에 따른 사업 정비와 함께, 별도로 진행된 감사·수사에서 예산 집행의 적정성과 책임 소재가 어떻게 판단되는지 확인이 필요하다.

Shinan County will overhaul its long-running landscape tree program. From 2019 onward, KRW 11.1 billion has been spent on tree purchases and land acquisition and leasing, while annual maintenance costs continue to exceed KRW 400 million.
Audits and police investigations concerning separate donated-tree projects and the garden tree cooperative have also been reported. However, public reports reviewed as of October 1 did not confirm the number of people formally booked as suspects or whether police had decided to refer cases to prosecutors or close them without referral.
According to September 29 reports by Yonhap News Agency and News1, Shinan County plans to change its management system after reviewing maintenance costs, limited opportunities to use the trees, and complaints arising from delays in removing them from farmland.
The landscape tree program began in 2009 as a nursery cultivation support initiative. At the time, the county subsidized part of the cost of approximately 500,000 seedlings for about 140 farming households. Beginning in 2019, it purchased approximately 210,000 trees from around 130 farming households.
Of these, approximately 170,000 trees have been used in public projects, including parks and street planting, or handled through clearance work. Around 40,000 trees across approximately 100 farming households remain under management.
However, limited demand for trees in public projects and delays in their removal have prompted complaints from landowners and farmers. The county also cited the relatively small difference between the cost of excavating, transporting and transplanting existing trees and that of purchasing and planting new trees as a reason to reassess the program.
Starting in October, the county plans to commission an economic feasibility study examining the trees’ current condition, management practices, criteria and methods for clearance, associated costs, and potential uses. Based on the findings, it intends to identify trees with low practical and economic value and proceed with clearance and reorganization in 2027.
This landscape tree overhaul is separate from the donated-tree project previously referred to police.
News1 reported on July 8 that Shinan County had announced plans to request investigations into three projects undertaken by the previous administration: an exchange of public property, construction of safe accommodation for salt farm workers, and a donated-tree project. On September 4, Pressian reported that the county had referred the three matters to police in July based on audit findings. Questions concerning the donated-tree project included tree valuation, compensation and the appropriateness of budget spending.
Audit findings concerning contract arrangements in the garden tree cooperative purchasing program were also made public. Citing Shinan County’s explanation, Newspim reported on August 14 that negotiated contracts worth approximately KRW 39.9 billion had been divided into 939 contracts, each valued at KRW 50 million or less. These were findings raised through an audit and do not mean that criminal liability has been established.
Local media also reported on losses faced by farmers and disputes over how the projects were implemented. On July 22, Honam Times covered a rally outside the county office where garden tree cooperative members demanded budget allocations and the normalization of contracts. The report stated that related audits and police investigations were underway.
On September 4, Pressian presented differing views on the review of projects initiated by the previous administration. Some argued that improper administrative practices should be corrected, while others cautioned against broadly rejecting existing projects.
Although 85 days had passed between the July 8 announcement and October 1, the announcement date must be distinguished from the date police actually received the cases. The public reports reviewed do not provide enough information about the investigating unit, scope of questioning, evidence collection or case outcomes to determine whether the investigations have been delayed.
The KRW 11.1 billion spent on the landscape tree program has likewise not been established in its entirety as unlawful expenditure or financial loss.
Further confirmation is needed regarding both the program’s restructuring following the economic feasibility study and the conclusions of the separate audits and investigations on the appropriateness of spending and responsibility for any wrongdoing.
