한국전력이 변전소 CCTV 영상 분석에 국산 AI 반도체인 NPU를 시범 도입하고, 전력 현장에서 성능과 운영 효율성을 검증한다.
한국전력(사장 김동철)은 10월 2일 리벨리온 본사에서 국내 AI 반도체 기업 리벨리온(대표 박성현), 한국정보통신기술협회(TTA·회장 손승현)와 ‘국산 NPU 기반 전력 분야 AI 영상 분석 기술협력’을 위한 3자 업무협약을 체결했다고 밝혔다.
이번 협약은 정부의 소버린 AI와 국산 AI 반도체 육성 정책에 맞춰 전력 AI 인프라의 국산화와 다변화를 추진하기 위해 마련됐다. NPU는 인공지능 연산에 특화된 반도체다.
한전은 앞선 기술검증에서 국산 NPU의 AI 영상 분석 활용 가능성을 확인했으며, 이를 변전소 감시 업무에 시범 적용해 실제 운영환경에서 성능과 효율성을 실증할 계획이다.
협약에 따라 한전은 전력 현장 시범운영과 활용모델 개발을 담당한다. 리벨리온은 NPU 성능 최적화와 기술지원을 맡고, TTA는 국산 AI 반도체 성능 평가지표인 ‘K-Perf’를 기반으로 전력 현장의 운영환경을 반영한 성능과 신뢰성을 검증한다.
이번 실증의 주요 내용은 기존 변전소별 GPU 분산 운영 방식에서 지역망 관제센터 중심의 NPU 집중형 구조로 전환하는 방안을 확인하는 것이다. 한전은 이를 통해 AI 영상 분석 인프라의 운영 효율성과 비용 절감 가능성을 검증하고, 다양한 AI 반도체를 전력 분야에 활용할 기술 역량을 확보할 방침이다.
세 기관은 실증 결과를 바탕으로 국산 NPU의 전력 분야 적용과 공공부문 확산을 위한 기반을 마련할 계획이다. 확대 적용 여부는 시범운영과 성능검증 결과를 토대로 검토한다.
김동철 한전 사장은 이번 협력이 국산 AI 반도체를 실제 전력 현장에 적용해 정부의 육성 정책을 실행하는 데 의미가 있다고 설명했다. 이어 한전의 현장과 기술 역량을 활용해 국산 AI 반도체의 경쟁력을 높이고 공공부문 확산에 기여하겠다고 밝혔다.

Korea Electric Power Corporation (KEPCO) will pilot domestically developed neural processing units (NPUs) for CCTV video analysis at substations, evaluating their performance and operational efficiency in actual power-sector environments.
KEPCO, led by President and CEO Kim Dong-cheol, announced that it signed a three-party memorandum of understanding on October 2 at Rebellions’ headquarters with the Korean AI chip company Rebellions, led by CEO Park Sung-hyun, and the Telecommunications Technology Association (TTA), led by President Son Seung-hyun. The agreement covers technical cooperation on AI video analysis for the power sector using domestically developed NPUs.
The agreement aims to localize and diversify power-sector AI infrastructure in line with the government’s policies to promote sovereign AI and the domestic AI semiconductor industry. NPUs are chips specifically designed for artificial intelligence computations.
KEPCO said earlier technical validation confirmed the potential of domestically developed NPUs for AI video analysis. It plans to pilot the technology for substation monitoring to assess performance and efficiency under actual operating conditions.
Under the agreement, KEPCO will oversee field trials and develop application models. Rebellions will optimize NPU performance and provide technical support, while TTA will evaluate performance and reliability under power-sector operating conditions using “K-Perf,” a performance evaluation framework for domestic AI semiconductors.
A key part of the trial is to assess a transition from distributed GPU operation at individual substations to a centralized NPU architecture at regional grid control centers. KEPCO aims to evaluate operational efficiency and potential cost savings while building the technical capabilities needed to use a broader range of AI chips in the power sector.
The three organizations plan to use the trial results to establish a foundation for adopting domestically developed NPUs in the power sector and expanding their use across the public sector. Decisions on broader deployment will be based on the pilot operation and performance validation results.
KEPCO President and CEO Kim Dong-cheol said the collaboration is significant because it puts the government’s AI semiconductor development policy into practice by deploying domestic AI chips in actual power-sector settings. He added that KEPCO would draw on its operational and technical capabilities to strengthen the competitiveness of domestic AI semiconductors and support their wider adoption across the public sector.
