“전남 미래 100년, 국비로 연다”

전라남도가 2026년 국비 10조 시대를 향해 본격적인 총력전에 나섰다.

김영록 전라남도지사는 12~13일 서울에서 임기근 기획재정부 2차관과 이소영 국회 예결위 여당 간사를 잇따라 만나며 전남 핵심 국책사업의 증액 반영을 강력히 요청했다.

■ “전남이 국가 성장축… 증액 반드시 필요”
김 지사는 12일 임기근 2차관과의 면담에서 “어려운 재정 여건 속에서도 전남을 배려해 준 데 감사하다.”며 “호남권 균형발전, 국가 신 성장 동력 확보를 위해 전남 핵심 사업의 국회 증액이 반드시 필요하다.”고 강조했다.

이어 13일 국회에서 열린 이소영 간사 면담에서는 전남의 AI·에너지 산업 전략을 직접 설명하며 지원을 요청했다.

김 지사는 “전남은 SK·OpenAI와 데이터센터 구축을 협의 중이며 대한민국 AI 산업의 중요한 축으로 도약할 기반을 다졌다.”며, “특별한 희생에는 특별한 보상이 따른다는 대통령의 국정철학에 따라 전남 발전의 전기를 마련해 달라”고 말했다.

■ 국회 증액 요구한 ‘10대 핵심사업’
이번 면담에서 김 지사는 전남 미래산업 기반을 책임질 주요 국비사업을 집중 설명했다.

주요 건의 사업은 다음과 같다.
호남고속철도 2단계 731억 원, 고흥~봉래 국도 15호선 4차로 확장 130억 원, 국립 김산업 진흥원 설립 10억 원, AI 첨단 축산업 융복합 밸리 조성 5억 원, 디지털 기반 자원순환 시범 산단 구축 40억 원, 전남 5·18기념관 및 커뮤니티센터 조성 5억 원, 이외 해양·에너지·AI·농생명 분야 포함 총 10대 핵심 패키지 김 지사는 “이 사업들은 단순한 지역사업이 아니라 국가 전략산업의 미래를 선도할 프로젝트”라고 강조했다.

■ “‘AI 에너지 미래도시’ 솔라시도, 국가가 함께 키워야”
김 지사는 특히 전남의 미래도시 프로젝트인 솔라시도 기업도시를 직접 언급하며 예산 확대의 필요성을 역설했다.

그는 “솔라시도를 탄소중립·에너지자립의 상징 도시로 키워 대한민국형 ‘AI 에너지 미래도시’ 모델을 만들겠다.”며 “정부 차원의 과감한 지원과 제도개선이 필요하다”고 강조했다.

■ “2026년 국비 10조 넘어… 전남 미래 100년 준비하겠다.”
전남도는 이미 정부예산안 9조4천억 원 반영(전년 대비 6% 증가), 국립해양수산박물관 건립, 여자만 국가해양생태공원 예타 대상 선정, SK·OpenAI 데이터센터 협의, 솔라시도 기업도시 활성화 추진 등 주요 국가사업을 연계해 전남형 미래성장 전략을 가동 중이다.

김영록 지사는 “전남은 해양·에너지·AI 등 국가 핵심 산업의 중심이자 대한민국 균형발전을 이끌 잠재력이 가장 큰 지역”이라며 “2026년 국비 10조 원 시대를 넘어, 전남 미래 100년을 여는 도약의 해로 만들겠다.”고 강조했다.

**“Opening the Next 100 Years of Jeonnam with National Funding”
Governor Kim Young-rok Accelerates Nationwide Budget Drive, Visiting Both Ministry of Economy and National Assembly**
Jeollanam-do has launched a full-scale initiative to secure national funding as it moves toward the era of 10 trillion won in 2026 state budget allocations.
Governor Kim Young-rok met with Lim Ki-geun, the 2nd Vice Minister of the Ministry of Economy and Finance, and Lee So-young, the ruling party secretary of the National Assembly Budget Committee, on November 12–13 in Seoul to strongly request increased funding for Jeonnam’s key national projects.
■ “Jeonnam is a pillar of national growth… Budget increases are essential”
In the meeting with Vice Minister Lim on the 12th, Governor Kim stated:
“Despite the difficult fiscal conditions, thank you for your continued consideration toward Jeonnam. For balanced development in the Honam region and for securing South Korea’s next national growth engines, additional funding for Jeonnam’s major projects must be reflected in the National Assembly review.”
At his meeting with Secretary Lee on the 13th at the National Assembly, Governor Kim emphasized Jeonnam’s competitiveness in AI and energy industries.
“Jeonnam is currently in consultation with SK and OpenAI on establishing a major data center, laying the foundation for Jeonnam to rise as a core hub of Korea’s AI industry. In line with President Lee Jae-myung’s philosophy that ‘special sacrifices deserve special rewards,’ we request strong support to create a breakthrough moment for Jeonnam’s development.”
■ Ten Core Projects Requested for Budget Increases
During the two meetings, Governor Kim highlighted the state-funded projects that will underpin Jeonnam’s future industrial foundation.
Key projects requested include:
Honam High-Speed Rail Phase 2 – 73.1 billion KRW
Gohung–Bongrae National Road No. 15, 4-lane expansion – 13 billion KRW
National Seaweed Industry Promotion Institute establishment – 1 billion KRW
AI Convergence Smart Livestock Valley – 500 million KRW
Digital-based Resource Circulation Pilot Industrial Complex – 4 billion KRW
Jeonnam 5·18 Memorial and Community Center construction – 500 million KRW
Along with additional marine, energy, AI, and agri-bio initiatives, these form a package of ten strategic priority projects.
Governor Kim stressed:
“These are not merely regional requests but national strategic projects that will lead Korea’s future industrial competitiveness.”
■ “‘AI-Energy Future City’ Solar City must be a national project”
Governor Kim placed special emphasis on expanding support for Solar City, Jeonnam’s flagship future-city project.
“We aim to develop Solar City into a symbol of carbon neutrality and energy self-sufficiency — Korea’s model of an ‘AI Energy Future City.’ Bold government support and regulatory improvements are essential.”
■ “Beyond 10 trillion won in 2026… Preparing Jeonnam’s next 100 years”
Jeollanam-do has already secured 9.4 trillion KRW in the 2025 government budget (a 6% increase from the previous year) and is pushing major national strategic projects such as:
National Maritime & Fisheries Museum construction
Yeoja Bay National Marine Ecological Park (pre-feasibility approval)
SK–OpenAI data center negotiations
Solar City corporate city revitalization
Governor Kim concluded:
“Jeonnam holds the greatest potential to lead Korea’s maritime, energy, and AI-based national strategic industries. We will go beyond the 10 trillion KRW milestone in 2026 and make it a year that opens the next 100 years of Jeonnam’s future.”
