전남도, 토지 가치를 17배 높인다!

전라남도가 1973년 농지법 시행 이전부터 실제로는 주택·창고 등으로 사용되고 있으나 서류상 농지로 남아 있는 토지들의 지목을 현실에 맞게 바로잡는 ‘지목변경 현실화 사업’을 대폭 확대한다.

이 사업은 2024년 전남도가 전국 최초로 도입한 제도로, 지금까지 약 1천950필지의 지목을 정비하며 도민 재산권 보호와 토지 활용도 제고에 큰 성과를 거두고 있다.

그동안 지적공부상 지목과 실제 이용현황이 다를 경우 농지취득자격증명 발급 곤란, 농지전용허가 등 토지 형질변경 제약, 등 불편이 적지 않았다.

전남도는 이 문제를 근본적으로 해결해 도민들이 자신의 땅을 제 가치대로 사용·처분할 수 있도록 길을 열었다.

도는 항공사진·과세자료 등을 활용해 대상 토지 소유자에게 안내하고 있으나, 주소 변경·장기간 부재 등의 사유로 우편 반송이 반복돼 왔다.

이에 따라 앞으로는 마을 반상회보·지역 언론 등을 통한 지속적인 홍보로 더 많은 도민이 혜택을 받을 수 있도록 할 계획이다.

특히 토지 소유자가 신청할 경우 즉시 지목변경을 처리하고 등기까지 원스톱 완료하는 적극행정을 강화한다.

안내를 받지 못했더라도 소유자가 시·군 민원실을 직접 방문하면 언제든 신청이 가능하다.

문인기 전라남도 건설교통국장은 “농지가 대지로 현실화되면 평균 지가가 약 17배 상승하는 효과가 있다”며 “도민 재산가치가 눈에 띄게 높아지고 토지 이용 효율성도 크게 향상되는 만큼, ‘지목변경 현실화 사업’을 더욱 과감하게 추진하겠다.”고 강조했다.

전남도는 이번 사업을 통해 묶여 있던 토지의 가치를 되살리고, 도민의 삶을 실질적으로 개선하는 토지행정 혁신 모델을 전국에 선도적으로 제시하고 있다.

Nation’s First ‘Land Category Adjustment’ Project Expands to Protect Property Rights**
Jeollanam-do is significantly expanding its “Land Category Adjustment Project,” which corrects land categories on official records to reflect actual land use. The project targets parcels that have long been used as housing sites or storage lots but still remain officially classified as farmland due to records dating back before the 1973 Farmland Act.
Introduced in 2024 as the first initiative of its kind in the nation, the project has already adjusted the land category of approximately 1,950 parcels, greatly contributing to the protection of residents’ property rights and improving land utilization.
Previously, discrepancies between the recorded land category and actual land use caused numerous inconveniences for landowners, such as difficulty obtaining farmland acquisition certificates and restrictions when applying for farmland conversion permits or land regrading approvals.
Jeonnam Province has taken steps to fundamentally resolve this issue, ensuring that residents can now use and dispose of their land according to its true value.
The province has been notifying eligible landowners using aerial imagery and taxation data, but mail notifications were often returned due to address changes or prolonged absences. To address this, the province plans to expand outreach through village notices and regional media so more residents can benefit.
In particular, when a landowner submits an application, the province will immediately process the category adjustment and complete registration in a one-stop administrative procedure. Even if a landowner did not receive prior notice, they can apply anytime by visiting their local city or county civil service office.
Moon In-gi, Director of Construction and Transportation for Jeollanam-do, stated,
“When farmland is reclassified as a building site, the average land price increases by about 17 times. This not only boosts property values for residents, but also greatly enhances the efficiency of land use. We will push the Land Category Adjustment Project even more boldly.”
Through this initiative, Jeonnam aims to restore the true value of long-misclassified land and present a pioneering model of land administration reform that directly improves the quality of life for local residents.
