전남·광주 통합특별시장 경선이 ‘불법 선거 의혹’으로 격랑에 휩싸인 가운데, 민형배 더불어민주당 경선후보 측이 전면 대응에 나섰다.
민형배 후보 선거대책 조직인 ‘민심캠프’는 13일 오전 ‘공명선거감시단’을 공식 출범시키고, 불법·탈법 선거 행위에 대한 전방위 대응 체계에 돌입했다고 밝혔다.
이번 조치는 최근 경선 과정에서 명의도용 문자 발송, 대리투표 의혹 등 중대한 위법 정황이 잇따라 제기된 데 따른 것이다. 단순한 논란 차원을 넘어 ‘선거 질서 자체를 흔드는 조직적 행위’라는 판단이 작용한 것으로 보인다.

■ “내 이름으로 지지 문자 발송”… 명의도용 사건 파장 확산
실제로 결선투표 첫날인 12일, 광주시민 A씨의 명의가 무단 도용돼 특정 후보 지지를 호소하는 문자가 대량 발송된 사실이 확인됐다.
더욱 심각한 것은 이후 발송된 해명 문자까지 당사자의 동의 없이 이뤄졌다는 점이다.
민심캠프는 이를 ‘중대한 개인정보 침해이자 불법 선거운동’으로 규정하고, 더불어민주당 및 광주시 선거관리위원회에 즉각 신고했다.
아울러 공직선거법과 개인정보보호법 위반 혐의로 경찰에 고발 조치까지 진행했다.

■ “대리투표 알바 제의”… 고령층 겨냥 불법 의혹 잇따라
문제는 여기서 그치지 않는다.
본경선이 진행된 4월 초, 전남 일부 지역 경로당과 요양시설 등에서 고령 권리당원을 대상으로 온라인 투표를 대신해주는 이른바 ‘대리투표 알바’를 제안한 정황이 담긴 복수의 제보가 접수된 것으로 확인됐다.
이는 단순한 편의 제공이 아닌, 유권자의 자유로운 의사 형성을 왜곡할 수 있는 중대한 선거 범죄로 해석될 수 있는 사안이다.

■ 27개 시·군 전면 배치… ‘현장 즉응형 감시체계’ 구축
민심캠프는 사안의 중대성을 고려해 전남·광주 27개 시·군 전역에 지역 책임자를 지정하고, 실시간 대응이 가능한 감시망을 구축했다.
공명선거감시단 단장은 양은숙 변호사가 맡아 제보 접수부터 사실 확인, 법적 대응까지 전 과정을 총괄한다.
감시단은 각 지역에서 접수되는 제보를 즉시 분석하고, 위법 소지가 확인될 경우 현장 대응과 동시에 법률 검토를 병행하는 ‘투트랙 대응 시스템’을 가동한다.
특히 정보 취약계층인 고령층을 대상으로 한 불법 선거 개입에 대해서는 ‘끝까지 책임을 묻겠다’는 강경한 입장을 분명히 했다.
양은숙 단장은 “단순한 투표 참여 안내와 유권자의 의사결정권을 침해하는 대리투표 유도는 전혀 다른 문제”라며
“지역 책임자들과 함께 제보 접수부터 사실 확인, 법적 대응까지 빈틈없이 대응하겠다.”고 강조했다.

■ ‘가짜뉴스 대응본부’ 병행 가동… 온라인 여론전도 정면 대응
민심캠프는 오프라인 불법 선거 대응과 함께, 온라인 공간에서 확산되는 허위정보 차단에도 나섰다.
전직 광주지방법원 부장판사 출신 변호사 등을 포함한 10여 명의 법률 전문가로 구성된 ‘가짜뉴스 대응본부’를 병행 운영하며, 허위사실 유포에 대한 신속 대응 체계를 구축했다.

■ “제보 즉시 보호”… 시민 참여형 감시 시스템 가동
불법·허위 선거 관련 제보는 카카오톡 검색창에서 ‘허위 및 불법선거 제보 센터’를 통해 누구나 참여할 수 있으며, 제보자의 신원은 철저히 보호된다.
민심캠프 관계자는 “이번 감시단 출범은 단순 대응이 아니라 공정 선거 질서를 지키기 위한 최소한의 방어선”이라며
“불법 행위에 대해서는 끝까지 추적하고 반드시 책임을 묻겠다.”고 밝혔다.

On the morning of the 13th, Min’s campaign organization, the “Minshim Camp,” officially launched a “Fair Election Monitoring Task Force,” announcing the start of comprehensive 대응 against illegal and unlawful election practices.
This move comes as serious allegations—including identity theft in mass text messaging and proxy voting—have surfaced during the primary process. The campaign views the situation not merely as controversy but as a potential organized effort undermining the integrity of the electoral system itself.
■ “Support messages sent under my name”… Identity theft incident sparks outrage
On the first day of the runoff voting on the 12th, it was confirmed that text messages supporting a specific candidate were mass-distributed using the stolen identity of a Gwangju citizen, identified as Mr. A.
Even more concerning, follow-up clarification messages were also sent without the individual’s consent.
The Minshim Camp defined the case as a “serious violation of personal data and illegal electioneering,” reporting it immediately to the Democratic Party and the Gwangju Election Commission.
A criminal complaint has also been filed with the police for violations of the Public Official Election Act and the Personal Information Protection Act.
■ “Offers of proxy voting jobs”… Allegations targeting elderly voters
The issue does not end there.
In early April, during the main primary, multiple reports were received alleging that in some regions of Jeonnam, offers were made to assist elderly party members in nursing homes and senior centers with online voting—effectively proposing proxy voting services.
Such actions are not merely conveniences but may constitute serious election crimes that distort the free will of voters.
■ Full deployment across 27 regions… Rapid-response monitoring system established
Recognizing the severity of the situation, the Minshim Camp has appointed regional coordinators across all 27 cities and counties in Jeonnam and Gwangju, establishing a real-time response network.
Attorney Yang Eun-sook has been appointed as head of the task force, overseeing the entire process from tip-offs and fact-checking to legal 대응.
The task force operates a dual-track system: immediate field 대응 and concurrent legal review upon receiving reports of potential violations.
In particular, the campaign has taken a firm stance against illegal election interference targeting vulnerable groups such as the elderly, vowing to hold perpetrators fully accountable.
Yang stated,
“Providing simple voting guidance is entirely different from inducing proxy voting that infringes on voters’ decision-making rights,”
adding, “We will ensure a thorough process from report intake to fact verification and legal action without any gaps.”
■ ‘Fake News Response Unit’ also in operation… Tackling online misinformation
Alongside offline monitoring, the Minshim Camp is also addressing the spread of misinformation online.
A “Fake News Response Unit,” composed of around ten legal experts—including former senior judges from the Gwangju District Court—is actively operating to respond swiftly to the dissemination of false information.
■ “Report safely and anonymously”… Citizen-participation monitoring system activated
Reports of illegal or false election activities can be submitted by anyone through KakaoTalk by searching “Illegal Election Report Center,” with full protection guaranteed for whistleblowers.
A campaign official stated,
“The launch of this task force is not just a reaction, but a minimum safeguard to protect fair election order,”
adding, “We will track illegal acts to the end and ensure accountability.”
