실제로 강진군의회 공식 홈페이지 의정활동 기록에는 지난 8월 12일 ‘가뭄피해 대응 RPC 현장방문’, 8월 10~11일에는 ‘폭염 대비 복지회관 순회 시설점검’ 등이 등록돼 있다. 그런데 약 보름 뒤인 8월 27일에는 ‘강진군의회 의원 및 공무원 의정연수’가 공식 일정으로 올라와 있다.
결국 의회가 가뭄 피해 현장을 직접 확인하고도 얼마 지나지 않아 타지역 연수를 진행했다는 점이 논란을 키우는 대목이다.
특히 주민을 대표하는 지방의회라면 재난이나 농업 피해가 장기화되는 시기에는 통상적인 연수 일정이라 하더라도 연기하거나 규모를 줄일 수 없었는지에 대한 설명이 필요하다는 지적이 나올 수밖에 없다.
■ 군민 여론…“연수가 문제 아니라 시기가 문제”
이번 논란에서 구분해야 할 부분도 있다.
지방의원의 전문성 강화를 위한 교육과 연수는 의정활동에 필요한 제도다. 예산·결산 심사, 행정사무감사, 조례 제정과 정책개발 등의 전문성을 높이기 위해 의원 교육 자체를 불필요하다고 단정하기는 어렵다.
문제는 ‘왜 그 시기였느냐’는 것이다.
가뭄과 폭염으로 농민들이 농작물 피해와 용수 부족을 걱정하는 상황이라면 군민을 대표하는 의원들이 현장에 남아 피해 상황을 살피고 대책과 예산을 점검하는 모습을 보여주는 것이 우선 아니었느냐는 비판이다.
특히 연수에 2300여만원의 예산이 투입됐다는 보도가 나오면서 단순한 일정 논란을 넘어 예산 대비 연수 성과가 무엇이었는지도 검증해야 한다는 문제로 확대되고 있다.

실제로 새로 출범한 제10대 강진군의회는 지난 7월 원 구성을 마쳤다. 윤영남 의장은 취임 당시 지역경제 회복과 강진 발전에 대한 책임감을 강조하며 “군민 중심의 실력 있는 의회”를 만들겠다고 밝힌 바 있다.
강진군의회 공식 홈페이지 의장 인사말에서도 윤 의장은 군민의 목소리를 가까운 곳에서 듣고 생활밀착형 정책을 실현하겠다는 방향을 제시하고 있다.
그렇다면 이번 논란 역시 이 같은 원칙에 맞춰 설명할 필요가 있다.
단순히 “교육이었다.”, “선진지 견학이었다.”는 설명만으로는 부족하다.
2300만원 어디에 썼나…세부내역 공개해야
이번 사안을 둘러싼 논란을 해소하는 가장 확실한 방법은 정보 공개다.
강진군의회는 연수와 관련해 ① 전체 사업비와 실제 집행액 ② 의원·직원별 참석인원 ③ 교통·숙박·식비·교육비 등 항목별 지출액 ④ 연수기관과 계약업체 ⑤ 교육시간과 강사진 ⑥ 부산지역 선진지 방문 장소와 선정 이유 ⑦ 의원별 연수 결과보고서 ⑧ 연수 결과를 강진군 정책이나 조례에 어떻게 반영할 것인지를 공개할 필요가 있다.
특히 ‘선진지 견학’이 포함됐다면 어느 기관과 시설을 방문했고, 그 시설이 강진군의 어떤 정책과 연결되는지까지 설명해야 한다.
그래야 2300여만원이 의원과 직원들의 단순 출장경비인지, 실제 의정역량 강화에 필요한 투자였는지를 군민들이 판단할 수 있다.
■ 다른 지방의회도 가뭄 속 연수로 논란
이번 문제는 강진만의 일도 아니다.
지난 8월 경남에서는 심각한 가뭄으로 국가소방동원령까지 내려진 가운데 김해시의회가 의원 23명과 의회사무국 직원 20명 등과 함께 4149만원을 들여 제주도 연수를 진행하면서 논란이 발생했다.
당시 김해시의회 측은 행정사무감사 등을 앞두고 교육 필요성이 있었고 이미 계약된 일정이어서 위약금 문제도 있었다고 해명했다. 그러나 재난 상황에서 연수를 강행한 시기가 적절했는지를 놓고 비판이 이어졌다.
강진군의회 논란 역시 구조가 비슷하다.
연수의 법적·행정적 필요성과 주민의 눈높이에서 바라본 정치적·도덕적 책임은 별개의 문제이기 때문이다.
“연수 갔느냐”보다 “2300만원으로 무엇을 얻었느냐”
이번 사안을 단순히 ‘의원들이 부산에 갔다’는 문제로 끝내서는 안 된다.
의정연수에 군민 세금이 사용됐다면 그 결과 역시 군민에게 돌아와야 한다.
특히 강진군의회는 출범 당시부터 군민 중심 의회와 현장 중심 의정활동을 강조해왔다. 그렇다면 가뭄과 폭염이라는 지역의 어려움 속에서 왜 이 시기에 연수가 필요했는지, 2300여만원을 투입해 무엇을 배웠고 그것을 강진군 정책에 어떻게 적용할 것인지 스스로 설명해야 한다.
이번 논란을 해소하는 방법은 간단하다.
연수 일정과 예산, 참석자, 교육내용, 방문기관, 계약내역과 결과보고서를 군민 앞에 투명하게 공개하면 된다.
연수가 정말 필요한 교육이었다면 그 성과를 공개하지 못할 이유도 없다.

The fact that the council inspected drought-affected sites and then traveled outside the region for a training program only a short time later has become a key point of controversy.
As representatives of local residents, council members are now facing questions over whether the training could have been postponed or scaled back while drought and agricultural damage continued.
■ Public Sentiment: “The Problem Isn’t the Training—It’s the Timing”
An important distinction needs to be made in assessing the controversy.
Education and training aimed at improving the professional capabilities of local council members are legitimate parts of legislative activity. Simply saying “it was training” or “it was a benchmarking visit” is unlikely to be enough.

The clearest way to resolve the controversy is through transparency.
Gangjin County Council should consider publicly disclosing the following information regarding the training program:
Total budget and actual expenditure
Number of participating council members and officials
Itemized spending on transportation, accommodation, meals and training
Training institution and contracted service providers
Training hours and instructors
Benchmarking sites visited in Busan and the reasons for selecting them
Training result reports submitted by individual council members
How the lessons learned will be reflected in Gangjin County policies or ordinances
If the itinerary included visits to “benchmark best practices,” the council should also explain exactly which institutions or facilities were visited and how those visits were relevant to Gangjin County’s policies.
Only with such information can residents determine whether the approximately 23 million won was merely spent on travel expenses for council members and officials or represented a meaningful investment in strengthening legislative capabilities.
■ Gangjin Is Not the Only Council Criticized for Training During Drought
This type of controversy is not unique to Gangjin.
In August, Gimhae City Council in South Gyeongsang Province also faced criticism for conducting a training trip to Jeju Island involving 23 council members and 20 council secretariat employees at a cost of approximately 41.49 million won, while the region was dealing with a severe drought and a national fire-service mobilization order.
At the time, Gimhae City Council explained that training was necessary ahead of an administrative audit and that the trip had already been contracted, meaning cancellation could have resulted in financial penalties.
Nevertheless, criticism continued over whether proceeding with the trip during a disaster situation was appropriate.
The Gangjin controversy raises a similar question.
The legal and administrative justification for a council training program is one issue; political and ethical accountability as viewed by local residents is another.
■ The Real Question Is Not “Did They Go?” but “What Did Taxpayers Get for 23 Million Won?”
The controversy should not end simply with the fact that council members traveled to Busan.
If taxpayers’ money was used for legislative training, the results of that training should ultimately benefit the taxpayers themselves.
Since its launch, Gangjin County Council has emphasized a people-centered council and field-oriented legislative activities. It therefore has a responsibility to explain why the training program had to take place while the region was struggling with drought and extreme heat, what was learned through the expenditure of approximately 23 million won, and how those lessons will be applied to policies benefiting Gangjin residents.
There is a straightforward way to address the controversy.
The council can transparently disclose the training itinerary, budget, participants, educational content, institutions visited, contract details and final result reports to the public.
If the training was genuinely necessary and produced meaningful results, there should be no reason not to make those results public.
