부산·인천·울산·여수광양 등 4개 항만공사가 집계한 사이버공격 관련 건수가 2021년부터 올해 8월까지 1,168건에 이르는 것으로 나타났다.
반면 해양경찰청의 사이버수사 전담인력은 전국에 8명으로 집계돼, 항만 사이버범죄에 대응할 전문 수사체계를 보강해야 한다는 지적이 나온다.
국회 농림축산식품해양수산위원회 소속 문금주 더불어민주당 의원이 4개 항만공사와 해양경찰청에서 제출받은 자료에 따르면, 항만공사의 사이버공격 관련 집계는 2021년 153건에서 2022년 251건으로 늘었다. 올해는 8월까지 185건으로, 지난해 연간 집계 188건에 근접했다.
다만 1,168건은 항만공사가 집계한 ‘사이버공격 관련 건수’다.
이를 모두 해킹에 성공한 사건이나 실제 피해가 발생한 형사사건으로 해석해서는 안 된다. 공격 유형별 내역과 실제 피해·수사 의뢰 건수는 별도 확인이 필요하다.
해경의 사이버수사 전담인력 8명은 본청 3명과 남해지방해양경찰청 5명이다. 중부·서해·동해·제주지방해양경찰청에는 사이버수사 전담 정원이 없는 것으로 나타났다.
해경은 지방청 광역수사대와 일선 경찰서 수사과 등에 사이버수사 인력 83명을 배치하고 있다고 설명했다. 그러나 이들은 모두 일반 범죄수사 업무를 함께 맡는 겸임 인력이다. 따라서 ‘전담인력 8명’과 ‘현장 배치인력 83명’은 서로 다른 기준의 수치다.
문 의원은 항만 운영기관의 보안 대응과 함께, 실제 범죄가 발생했을 때 공격 경로를 추적하고 디지털 증거를 확보할 수 있는 수사 역량이 필요하다고 지적했다. 특히 겸임 인력이 사이버수사에 실제로 투입할 수 있는 여력을 점검하고, 지역별 수사 수요와 업무량을 반영한 전담인력 확보 규모·배치 일정을 구체화할 것을 요구했다.
항만공사들도 공동 대응에 나섰다. 부산항만공사에 따르면 부산·여수광양·울산·인천항만공사와 한국해양진흥공사는 지난 5월 ‘해운·항만 공기업 정보보호 협의회’를 발족했다. 이들 기관은 통합 보안체계 마련, 사이버 위협 공동 대응, 합동 훈련과 교차 점검, 담당 인력의 전문성 강화를 추진하기로 했다.
항만 운영기관의 보안 협력과 수사기관의 범죄 대응은 각각 맡는 역할이 다르다. 향후에는 4개 항만공사의 공격 유형·피해 현황과 해경에 실제 수사 의뢰된 사건 수, 전담 수사인력 확충 계획을 확인할 필요가 있다.

The port authorities of Busan, Incheon, Ulsan and Yeosu-Gwangyang recorded 1,168 cyberattack-related incidents from 2021 through August 2026.
The Korea Coast Guard, meanwhile, has eight personnel dedicated to cyber investigations nationwide, prompting calls to strengthen its capacity to investigate cybercrime involving ports.
According to data submitted by the four port authorities and the Coast Guard to Democratic Party lawmaker Moon Geum-ju, a member of the National Assembly’s Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee, the number of cyberattack-related incidents rose from 153 in 2021 to 251 in 2022. The authorities recorded 185 incidents through August this year, approaching the 188 recorded throughout 2025.
The figure of 1,168 is the port authorities’ count of cyberattack-related incidents. It does not mean that every attempt succeeded or resulted in damage or a criminal case. The types of attacks, the extent of any damage and the number of cases referred for investigation require separate verification.
Of the Coast Guard’s eight dedicated cyber investigators, three are assigned to its headquarters and five to its Southern Regional Headquarters. Its Central, Western, Eastern and Jeju Regional Headquarters have no positions designated exclusively for cyber investigations.
The Coast Guard says it has assigned another 83 personnel to cyber investigations at regional investigation units and local Coast Guard stations. All 83 also investigate other crimes. The figures of eight dedicated investigators and 83 field personnel therefore describe different staffing categories.
Moon said port security measures must be backed by the capacity to trace attack routes and secure digital evidence when a crime occurs. He called for an assessment of how much time personnel with other duties can devote to cyber cases, as well as a concrete plan to recruit and deploy dedicated investigators based on regional caseloads.
The port authorities have also begun working together on cybersecurity. According to the Busan Port Authority, the four port authorities and the Korea Ocean Business Corporation established the Maritime and Port Public Enterprises Information Security Council in May. They agreed to pursue a joint security framework, coordinate responses to cyber threats, conduct joint drills and cross-institutional inspections, and strengthen staff expertise.
The port operators’ security work and criminal investigations serve different purposes. Further reporting is needed to establish the types of attacks recorded by each port authority, the damage caused, how many cases were referred to the Coast Guard, and whether the Coast Guard plans to expand its dedicated investigative staff.
