농어촌 기본소득 시범사업이 확대되면서 인구 감소에 대응하려는 지방자치단체들이 매년 필요한 지방비를 어떻게 확보할지 고심하고 있다. 주민에게 지급하는 금액뿐 아니라 기존 사업과의 예산 배분, 지급 대상자 관리에 필요한 행정비용도 함께 검토해야 하기 때문이다.
전남광주통합특별시에서는 현재 곡성·신안·구례·보성 등 4개 군이 시범사업에 선정돼 있다. 정부는 2027년 예산안에서 전국 시범지역을 올해 17개 군에서 35개 군으로 확대하고, 국비 지원 비율을 40%에서 50%로 높이겠다고 밝혔다. 다만 35개 군은 전국 규모로, 전남광주의 추가 선정 지역과 시군별 예산은 아직 확정된 수치가 아니다.
기본소득 월 15만 원을 1년 동안 지급하면 주민 1명당 180만 원이 든다. 농림축산식품부가 설명한 2027년 정부안의 분담 구조를 적용할 경우 국비 50%, 광역비와 군비가 각각 25%다. 지급 대상 주민이 1만 명이면 연간 총지급액은 180억 원, 통합특별시와 해당 군이 각각 45억 원을 부담하는 셈이다. 이는 산식에 따른 예시이며, 실제 예산은 실거주 확인을 거친 수급자 수와 지급 기간에 따라 달라진다.
재원 마련의 어려움은 다른 시범지역의 예산 심의에서도 드러났다. 충북 옥천군은 올해 첫 추가경정예산안에 본예산에 반영하지 못했던 기본소득 군비 부담금 260억 6,100만 원과 운영비 2억 6,100만 원을 편성했다고 군의회 회의록에 밝혔다. 옥천군의회는 재원 확보의 필요성에는 공감하면서도, 인건비·시설비와 주요 사업비를 줄였다가 추후 다시 편성하는 방식은 재정 운용의 예측 가능성을 떨어뜨릴 수 있다고 지적했다. 개별 군의 사례를 전남광주 4개 군에서 동일하게 발생한 일로 해석할 수는 없지만, 지방비 확보 과정에서 무엇을 점검해야 하는지 보여준다.
전남광주에서도 사업 확대를 위한 재원 협의가 이어지고 있다. 통합특별시는 앞서 2028년 본사업 전환을 염두에 두고 국비 지원 비율의 추가 상향을 정부에 건의했다. 해남군은 2027년 시범사업 확대에 맞춰 참여를 준비하고 있다. 선정 여부와 지방비 확보 계획은 앞으로의 공모 및 예산 심의를 거쳐야 한다.
정부는 지방재정 부담을 덜기 위해 내년 국비 비율을 10%포인트 높였으며, 기존 참여 군들이 재정 여력을 고려해 공모에 신청했다고 설명한다. 농식품부에 따르면 올해 참여 중인 10개 군의 기본소득 예산 부담은 각 군 본예산 총액의 평균 약 3%다. 다만 이 평균치만으로 개별 지자체가 매년 얼마를 무리 없이 편성할 수 있는지 판단하기는 어렵다.
지자체별 재정 부담을 정확히 비교하려면 2027년 선정 결과, 실제 수급자 수, 국비·통합특별시비·군비 확정액, 지역 자체 추가 지급액을 나눠 공개해야 한다. 특히 매년 반복되는 군비를 어떤 재원에서 충당하고 기존 주민 서비스 예산에 어떤 영향을 주는지가 향후 예산 심의의 핵심이 될 전망이다.

As the rural basic income pilot program expands, local governments working to address population decline are considering how to secure their share of the funding each year. Alongside the payments themselves, they must account for the effect on existing programs and the administrative cost of managing recipients.
Four counties in Jeonnam-Gwangju Special Self-Governing Province—Gokseong, Sinan, Gurye and Boseong—have been selected for the pilot program. In its proposed 2027 budget, the central government plans to expand the program from 17 counties this year to 35 counties nationwide and raise its funding share from 40% to 50%. The 35-county figure is a national target; additional locations and county-level budgets in Jeonnam-Gwangju have yet to be confirmed.
At 150,000 won per person each month, a full year of basic income costs 1.8 million won per recipient. Under the funding arrangement described by the Ministry of Agriculture, Food and Rural Affairs for the proposed 2027 budget, the central government would cover 50%, while the provincial government and the county would each cover 25%. For 10,000 recipients, annual payments would total 18 billion won, with Jeonnam-Gwangju and the county each contributing 4.5 billion won. These are illustrative figures. Actual budgets will depend on the number of recipients confirmed to reside in the area and the number of months for which payments are made.
Budget deliberations in another pilot region show the difficulty of securing local funds. According to Okcheon County Council records, the county included 26.061 billion won for its share of basic income payments and 261 million won in operating costs in its first supplementary budget of the year. Those costs had not been included in its original budget. While recognizing the need to secure funding, the council warned that cutting personnel, facility and major project budgets only to restore them in a later supplementary budget could undermine the predictability of fiscal management. Okcheon’s experience does not establish that the same situation has occurred in Jeonnam-Gwangju’s four participating counties, but it illustrates an issue local governments may need to examine.
Funding discussions are continuing in Jeonnam-Gwangju. The provincial government has asked the central government to raise its funding share further when the program transitions to a full-scale scheme in 2028. Haenam County is preparing to seek a place in the expanded 2027 pilot program. Its selection and funding plan remain subject to the application process and budget deliberations.
The central government says the proposed 10-percentage-point increase in its funding share is intended to ease pressure on local finances. It also says counties already participating considered their fiscal capacity before applying. According to the agriculture ministry, their basic income budget burden averages about 3% of each county’s original 2026 budget. That average alone, however, does not show how much any individual county can sustainably set aside each year.
A clear comparison of local fiscal burdens will require the 2027 selection results, confirmed recipient counts, finalized central, provincial and county contributions, and any additional payments funded locally. How counties will pay their recurring share—and whether doing so will affect existing services—will be a central question in the coming budget deliberations.
