“염해 간척지에 3,200억 원 태양광 추진”…장흥군, 기업 3곳과 협약

장흥군이 농업적 활용이 어려운 염해 간척지에 약 3,200억 원 규모의 태양광발전단지 조성을 추진한다.

장흥군은 9월 29일 산은인프라자산운용㈜, SDN㈜, ㈜더블유피와 200MW 규모의 태양광발전시설 조성을 위한 업무협약을 체결했다. 대상지는 대덕읍 연지리와 회진면 회진리 일원으로, 예정 부지 면적은 약 200만㎡다. 2028년 6월 착공을 목표로 하고 있다.

군과 참여기업은 대상지 조사와 사업계획 수립, 인허가·행정절차, 시설 건설과 투자 등에 협력하기로 했다. 생산된 재생에너지를 통해 기업의 RE100 이행을 지원하고, 주민 의견을 수렴해 지역상생 방안도 마련할 계획이다.

다만 총사업비 3,200억 원은 예상 투자 규모로, 확인한 공개자료에는 기업별 출자액과 금융기관 대출약정, 국비·지방비 분담 내역이 제시되지 않았다. 예정 부지의 매입·임대차 계약 현황과 확보율도 확인되지 않아 투자금과 부지 확보가 완료됐다고 단정하기는 어렵다.

현재는 업무협약을 바탕으로 사업을 구체화하는 단계다. 향후 자금 조달과 토지 사용권 확보, 인허가 및 전력망 접속 협의, 주민 이익공유 방안이 주요 확인 과제로 남아 있다.

Jangheung County is pursuing a solar power development worth approximately KRW 320 billion on salt-affected reclaimed land that is difficult to use for agriculture.
On September 29, the county signed a memorandum of understanding with KIAMCO, SDN Co., Ltd., and WP Co., Ltd. to develop a 200 MW solar power facility. The proposed site covers approximately two million square meters in Yeonji-ri, Daedeok-eup, and Hoejin-ri, Hoejin-myeon. Construction is targeted to begin in June 2028.
The county and participating companies agreed to cooperate on site surveys, project planning, permitting and administrative procedures, construction, and investment. The project aims to support corporate RE100 commitments through renewable electricity production. Plans for community benefits will also be developed through consultation with local residents.
However, the KRW 320 billion figure represents an estimated investment. The public information reviewed does not specify each company’s equity contribution, bank loan commitments, or funding allocations from national and local governments. Land purchase and lease agreements, as well as the percentage of the site secured, have also not been verified. It therefore remains unclear whether financing and land rights have been fully secured.
The project is currently being developed under the memorandum of understanding. Key matters requiring further verification include financing, land-use rights, permits, grid connection arrangements, and a community benefit-sharing plan.
